Just out of curiosity, perhaps this is something I've just overlooked, but when did the flag of Germany for HM Government become this:
When Germany is formed, shouldn't it be this flag representing the German Empire and the Federal Monarchy:
I would understand if the current German flag is used in a full (non-Monarchy) flag, but when Germany still has a king shouldn't it follow the above common flag that was used after the Franco-Prussian War (1871)? Especially considering that the Black-White-Red flag was used during the Federal Monarchy (with full male suffrage) of William II, doesn't it make sense to keep it for the HM's Government type for Germany? All I'm saying is that the modern day German flag looks too modern for this game, unless the German monarchy has been abolished.
I think the flag change is there in vanilla.

*While there was full male suffrage for the Reichstag, I believe there was still a lot of power vested not in that but in the monarch and in the chancellors who he could select - which might be why Prussian Const. is used (as well as HMS Gov. being the best fitting for the liberals) - and William II especially tried to avoid being an HMS Gov. style figurehead (to various bad results). It was definitely more restrictive than the idealists might have wanted, and they can't both be represented by HMS.
