    Soviet dissent problems

    After starting in '33 with Soviet an had huge revolts in the whole country around '39 (due to 50-60 dissent) I today started in '36. I'm now in '39 and yet again I got high dissent levels after the purges. This time around 40-50, so I increased by consumer goods to the level it was needed and now it has gone down a few percent, but with the Winter War and WWII around the corner I still have over 40% in dissent. Going to war means I'm gonna have lots of rebels and revolts. How can I solve this?!

    Oh well, this time I didn't get revolts when invading Poland (Molotov-Ribbentrop pact) and everything went as it should've. Also got a -5 percent dissent bonus. During my '33 save Poland manage to hold on really well, I guess it's just that the '33 scenario is unbalanced.

    But I can't demand territories from the baltic countries because "it is against my policy"

    When you have large starting dissent, you need to dedicate a lot of IC to consumer goods, not just a little. Hover mouse over the dissent figure to see the "daily reduction" percentage, this varies from approx -0.01 to -0.10 .

    Also hover the mouse over the industrial capacity, and check how much IC is lost to "partisan effect" , this is all because of the dissent.

    You can turn off reinforcement/upgrade sliders, and cancel most stuff in the production list, then let the auto-sliders just manage the consumer goods/supplies/production. This will automatically assign the max possible to dissent reduction of 0.10 per day.

    If you do this, for the first year or so , you can get down to 0 dissent, and find you have much more available IC to work with. A bonus is you also get much more money to spend on research investments and such.

    Yeah it solved itself. But I lost against Germany.. They were on a killing spree. Even took UK before they did Barbarossa vs me.

    You have to transfer to consumer goods all IC + make decisions that lowers dissent.

    The time when the dissent will kill you is if the purges happen very late and you haven't gotten rid of the dissent before the war with Germany starts. Otherwise as others have pointed out just don't build or reinforce anything and dump everything into consumer goods. Use the money to do big National Research projects which will further lower the dissent and give a nice research bonus.
