Problem making custom culture

So today i was trying to make a Californian culture,but when the game starts it says 66% of San Francisco , I used this guide:

I modeled the Californian culture after the Yankee culture. So I tried as hard as I could and then I looked at the USA and it said no culture, every other country does not have this besides California I edited the 1st AHD localisation folder, the two country folders and the culture folders just as the guide tells me I am afraid of ruining the entire game. Please help me. It is OK if I have to uninstall and reinstall.

Probably it's a missing bracket. See if every one of them is properly closed.
