I guess a client state - in Rome terms - would be a state that pays tribute to you. You can demand a tribute from another state if relations are better than -150. I don't think though, there is any way of diploannexing it then. If yes, I'd also be interested to know.
It also seems there is no way to "liberate" a province that has an identity (core) of its own, but belongs to another country - like Syracuse in the earliest scenario (belongs to Epirus). Or am i mistaken?
There is no diplomatic annexation mechanic like in EU3, unfortunately. The closest you can get is an event that triggers when a tributary monarch dies and the heir is not part of the same dynasty, but the event has a fairly low chance of actually happening.
Total Conquest Mod has a diploannexation mechanic added, but I haven't gotten around to checking compatibility with the beta patch.
