If an army was solely artillery: no calvary or infantry, it would be extremely vulnerable to an attack. It would collapse within a very short period of time. Artillery is only powerful when the enemy force can be held at bay: all the more time for the art to pound the enemy. HOI3, obviously a different time period but a similar tactical reality, reflects this well by making ART a support unit that can't engage in front line combat for more than an instant.
