Ya, its completely ridiculous, but there is a way around it. It's called war events and it can be modded. The thing is that it can take a handful of provinces into account and check who controls them, and then event can surrender them if they are occupied for so and so long, i think/hope u can also check war-exhaustion to trigger with it? If possible it's a really nice thing that modders can use, but it would require a oldskool DOW event, and not in random dynamic wars i think. I think there might be some of these in some other wars. Like ACW perhaps use this thing?
