LOL. I have always thought the same. Specially in mods where you have to deal with colonial uprisings: Build a huge fleet of transports in less than 3 months -> Load all your troops -> Doom for anything that stands in your way. Like....to fight against 8 Rebel Militia Divisions with 20 tank divisions in Kaiserreich is a little bit too cheap.

I imagine this to be quite problematic to model too.
Attrition through the roof caused by tunnel buildings that only the vietnamese and rebels can build? (generally talking about guerilla warfare here) Or unlocked by technology which vietnamese (and rebels) already start with, while other countries can only unlock by chance.

Well, one simple solution would be to have a check that works at a regional level like this: IF troops X > 20 THEN +X to dissent.
Or just fire an event that takes out random troops from the area so it keeps them at 20 or any number the devs prefer.

You could up the number by requesting more support at the congress.

EDIT: My Europa Universalis III Napoleon (that's the name on the front of the case) code doesn't work here. Maybe I have the standalone version and not EU3+NA?

So if this is a "HoI Game", does that mean the gameplay will be similar to the HoI series? Or is East vs West an updated version of an existing HoI game like AoD and DH?

I think it will prove to be somewhat more than AoD or DH was compared to Armageddon...

It is to HoI as Rome was to EU. So not much in common, more of a PR stunt.
EvW is not a CW mod for HoI3, it is a brand new game.

They also said Darkest Hour and Arsenal of Democracy would be "brand new games" but in fact they are 95% HoI2 and 5% new stuff.

I do recall AoD being promoted as HoI2 on steroids, rather than a 'brand new game' in that respect. But I can assure you this is somewhat more than 'just a HoI3 expansion pack'.
