    I think the best way for a country to get a Neutrality policy honored in International Politics, other than prolonged neutrality like suggested above, would be if it is stuck between the influence of two Great Powers with an unpleasant relationship, where neither feels they can really get a definitive advantage over the other but really doesn't want to let the other get an advantage over them.

    In one of my games I ended up adding the Neutrality Modifier to a massive recently created Bulgaria that I had given the Straits to, to represent this being the compromise because neither Britain nor Russia wanted to put the other in control of the Straits.

    Of course creating a trigger that could check for this would probably be murderously difficult if not outright impossible.

    Having a mountainous country that is almost impossible to invade, or just not worth it, probably has something to do with it also.

    Also, Swiss neutrality was a totally new thing during the game's timeframe. It was formally established after Napoleon(who did conquer Switzerland), so it's not like it's an idea that had been cemented in the politics of Europe for hundreds of years as you say. In fact, the Swiss had a short civil war during what would be the very early part of the game between the Protestants and Catholics of the nation.

    I think i found a way the remove this
    1) Move SWI_neutrality.txt at [C:\Program Files (x86)\Paradox Interactive\Victoria II A House Divided\mod\PDM\decisions] to somewhere else(cut>paste to desktop)
    2) if you have a saved game [C:\Users\Cagurtay\Documents\Paradox Interactive\Victoria II\PDM\save games] ,SAVE A COPY OF IT TO SOMEWHERE ELSE, open it with text editor (i used Notepad++) search for neut and remove the line with :
    modifier=
    {
    modifier="neutrality"
    date="1.1.1"
    }

    DONE!
