I believe I have all of the requirements to form the Byzantine Empire but I dont even see it in the decisions panel. Im playing as Greece and have every province with a Greek core including the ones in asia. Is there anyone who can help me with this situation.

nope. Sphere-Annexing only works if a Union Tag[able] country is a GP and spheres other countries with the same union tag. ex. Croatia sphereing Ottomans and Austrians wouldn't allow it to form Yugoslavia.

Also, BYZ is a country change like Babylon, not a union, I think.

OE moves its capital to ankara when you control east macedonia and rumelia I think.

It only moves when the Ottomans don't have any territory in Europe.
