Is there anyway to obtain Tsar Clothing (the hat and robe) with the use of commands, text editing or save game editing?

This is WFaS, I assume?
If you use an editor like Morgh's, you can add the "merchandise" flag to the items so that they'll show up in shops for purchase.

There's no "buy an item/find an item" cheat in WFaS like there is in Warband, so that's out unfortunately.
