[Forum Game] - Kaiserreich: Legacy of the Weltkrieg

OOC: So when are we supposed to send in orders? Also, how are orders supposed to be structured, what are the limitations etc.? The OP did not make that entirely clear, IMO.
 
Construction and research orders : The former use up Industrial Capacity points, which are allocated to build and expand Armies, Air Squadrons and Fleets, and the latter use up money. Your ministers and research teams will then attempt to materialize them to the best of their ability.
Political orders : These affect the above sliders, allowing you to try to adjust the political alignment and policies of your government. Like any order, it can backfire. It is generally good to have the support of your government, of your party and of your people, as it increases the chance for the change to succeed. Sliders will in turn open up new options. Limited to one per turn.
Diplomatic orders: These include trade treaties, military access treaties and alliances, as well as espionage (and counter-espionage) orders (which require you to have funds and are dependent on secret technology). They are limited to 2 trade and diplomatic treaties per turn, and four espionage operations per year.
Military orders: These include all deployments, maneuvers, etc of military forces under your command. This may include partisans which you might have some measure of control on, your Armies, Fleets, Air Squadrons and Theaters of Operations (fronts). Again, you may only give general guidelines in most cases, such as setting Rules of Engagement, strategic objectives and allocation of forces.
General order: One per turn, may be used as any of the other orders, or as a general-purpose order to try to shape your nation further.
Event orders: These are special orders, which you may only send when prompted by an event demanding your reaction. They will generally have predetermined choices.

So, you can place an order 10 Battleships and 25 Air Superiority Wings in one turn, as well as research in computers, artillery, tanks, aircraft carriers and nuclear physics, but being limited by Industrial Capacity points and money means that you will only start construction and research according to the resources you have available, by the priority by which you designated them in your order. Research orders may also be used to attempt to change military doctrines.

As for political orders, you can only direct your cabinet and political party/faction to try to change certain aspects of policy and law. You should take into account the situation of your country, as well as the personal situation of your government. Your country might be in need to become more democratic, but if you are leading a highly autocratic government, it is natural that the members may try to resist such changes. Likewise, if you are democratic and wish to go more autocratic, but lack the votes in Parliament to do so, you might be opposed. It is only necessary to mention which slider you want to change, but you may also send a plan for changing it, within the restrains mentioned in the OP.

Diplomatic orders should be sent by all player countries involved in commercial or diplomatic deals, and they may optionally be made public with an IC post. However, even if not made public this way, the update will mention it, unless the deal was specified by both parties as secret and was not leaked to the world.
Deals can be made with NPC nations, being that inquiries in that respect should be sent to me, by PM or in IC, on the thread. Espionage orders and unilateral diplomatic orders (like declarations of war) need only to be sent to me. In case of the espionage orders, the player should designate the goal of the mission and the targets.

Military orders are aimed at Armies, Fleets, Air Squadrons or Theaters of Operations (aka fronts), and serve to set strategic objectives and plans, and are not meant to be tactical orders below Army level. You may set an objective on Liverpool as Canada, assign two armies as landing forces, one carrier task force and one surface action group, and two air superiority squadrons, and plan two landings, one in the South and another in the North of Liverpool, to attempt to envelop it and take the city. You may also set rules of engagement, to try to have your troops refrain from attacking civilians or to allow them to sack at will. These orders may also be used to deploy newly produced units and to reorganize the Order of Battle.

General orders are free-purpose orders that you may try to use to supplement your current orders. They are still bound by the resources at your disposal, and, if something can be done with another type of order, then it is a better idea to use that order instead.

Event orders are conditional on you being prompted by an event, which will either be posted in the thread, or appear as a PM. If no order is placed to reply to the event, a response will be pondered by your government and carried out (and that may sometimes imply inaction). They may have restricted choices, or may accept free replies.


Orders may start to be sent when you receive the PM detailing your nation's status, and these PM's will only start to be composed tomorrow.

Don't worry, I'm sure we'll all do stupid things. I for example have never even played Socialist Italy in the actual game :p (though I've been meaning to do so for quite a while)

1- Im not sure if I understand the IC/OOC issue. Means i should write in a determinate color to state my country´s orderds and thoughts, and just "normal" writing to talk by myself?

2- Regarding construction ans Research orders, how do we know how much IC every order costs, in order to assign priorities?

For #1, check some of the other World in Revolution threads. You can kind of figure out what to do by reading several pages of that.

For 1, think about what would you say officially, as a head of government, that's what should be said as IC. You can use color to set apart IC from OOC, or you can add IC/OOC before the text.

For 2, you don't know exactly, as there is a degree of uncertainty, as well as changing circumstances, but I'm trying to place a standard cost description in the first post to give an idea.
 
Done a change in Austrian stats, upping Air Squadrons from 1 to 2.
Added IC, time and Manpower costs reference to the OP.
And finally, started sending nation ledgers to players.

The game may seem complicated at a first glance, but many of these factors only have to be generically considered, as they set up the framework upon which the game is built upon. It is not expected of players, as it was not expected of heads of government, full knowledge about all areas of a nation.

The United States of America


My fellow Americans, our nation though at the periphery of that most devastating great war, one the wracked Europe and, indeed, the entire world in its destructive throes. It was the toppling of empires and democracies in Europe, replacing them with syndicalist and communistic governments that have stripped nations of their democracy. It also saw the collapse of such empires as the Austro-Hungarian Empire into its constituent parts and the replacement of Russia Empire with a host of new states in Eastern Europe and the installation of a new democratic government in that country. The war also saw the transfer of vast swathes of territory in Africa and around the world. This new world has been detrimental to the economy of nation and our people's livelihoods as huge losses were taken by financial institutions and the contraction of foreign markets. These misfortunes have been compounded by their handling by the government, which unfortunately has been largely inadequate and lead to a worsening of the people's problems.

However, now is not a time for us to despair but instead look towards a bright future for our great nation. One that has, in its history, twice triumphed against superpowers, kept itself united in civil war, and seen its expansion to a continent spanning, beacon of freedom for all who look towards it. We will soon celebrate President's day and the work of founding fathers in their creation of nation that espouses liberty, democracy, and the pursuit of happiness for all comers, but also the preservation of this ideal! We are a strong an united people, who through grit and determination can accomplish otherwise unimaginable tasks, be it the uniting of a continent with rails, to a circumnavigation of the globe by our navy, to the creation of the greatest industrial power the world has ever seen. Our nation can become strong again through hard work, determination, and a belief in our, American, way of life.

In response to the growing need to put people back to work and growing dissatisfaction with current government inaction, I, Herbert C. Hoover, authorize the creation of the National Recovery Administration (NRA) to better coordinate recovery efforts and restore the United States of America to its rightful place in the Pantheon of Nations! I will push for three hallmark programs for this agency, the creation of the Tennessee Valley Authority for the construction of new hydro-electric damn in the Tennessee Valley region to supply power, improve navigation, and reduce flooding while also providing services such as farmers education in this disaffected region. In the Midwest, the NRA will seek to revitalize the economy through a program of infrastructure improvements and programs to modernize and restore these cities to greatness. In the South, the NRA will work to improve port infrastructure and connecting infrastructure to improve the flow of goods and people. Furthermore, in general the NRA will seek to begin the construction of an Interstate System, linking the great cities of our nation and ensuring the easy flow of people, capital, goods, and ideas. Finally, to lift the hearts and minds of the people, the NRA will begin the a program to better, enlarge, and create a system of parks across the country for the enjoyment of our nation's citizens.

People of the Reich! We are the most powerful nation on Earth. To us the duty of stopping the Syndicalists falls. The Imperial German Army is the largest and most advanced army on the planet. With the new Panzer units being developed it will defeat the French and British syndicalists. The Kaiserliche Marine is powerful but needs new ships. While Battleships may be large and imposing the way of the future is with Aircraft carriers like the SMS Kaiser Wilhelm. As for the Luftstreitkräfte, Manfred von Richthofen leads the largest Air force in the world. While large it is old fashioned and needs to be improved to defeat the syndicalists. We will stand against the Syndicalists. Mittleeuropa will hold and the evil of Syndicalism will be defeated!

FRANÇAIS!

It is no lie that our Good Lord has decided we must deal with dark times. Far from our homes and grieved for an almost toal defeat, we are forced to dwell in another continent than the one that saw our children raise. Even worse, we must struggle with a wounded economy while we see how the devilish sindycalism occupies our ancestral lands and destroys those principles that made us the Light of Europe and the Free World. We were subdued by the inner and outer enemies, by their armies and navies; negating it would be a foolish falsehood.

But must all hope disappear? Is our defeat definitive? NO! Believe me, my fellow French, not all our illusions are dead. Even deprived of such many things, our heart and souls keep their eternal strengh; our dreams still rise from our voices and reach the skies. The same ones that once defeated us will realize that our cause is the right one, as nobody thinks now that Syndicalism is just an unimportant French affair. We were the first ones to warn the World on that danger, and the world turned against us; now, the world understands what we were trying to say, and will help us in our crusade.

We will return to France; we will thank God for our Victory once again in Notre Dame. Never forget one thing: we will have to fight for it, and French blood, alas, will be shed, but those who now live in our dear country are still our brothers. Our task won´t be to eliminate them once our victory is achieved, but to show them their mistakes and form a new and inmortal French family...as it always should have been.
