Just purchased SoI and the first thing I noticed is that the arrows that allowed us to scroll the the year, days and months is gone.

It is a bug. And one that only some people seem to have.

EDIT: Odd, I restarted my game after adding a new bookmark set at the year 900 and the date arrows are back....

If you look at a save game, then try to use the arrows they disappear. This is what I have heard from others.

I have this bug as wellthe sliders are all gone and only the dates set in the 'bookmarks' are playable - hope Paradox solves this bug soon as it hugely limits the choice available.
I installed the patch 1.06 first, followed by the DLCs, the African Sprites, SOI and middle-eastern music.
As with EUIII - did you try clearing your cache? That always seemed to work miracles in DWI have this bug as well

As soon as I play an islamic ruler whether from a save game or a new one if I go back to the start screen I can't date scroll anymore w/o a restart. Its not too big, but makes it hard to test out sides.

A few ways to fix it, either restart the client or start a fresh game on any date then resign and go back to the selection screen. Either way, if you want to avoid it, do not look at your saves.
Unlike EU3, there IS no map cache in CK2.

Yes this seems to only happen when you look at a save game and back to historical start. Do you know if this has already been mentioned in the Bug forums?
Yes. It's a known issue.
