Just purchased SoI and the first thing I noticed is that the arrows that allowed us to scroll the the year, days and months is gone.
Is this a bug or intentional?

It is a bug. And one that only some people seem to have.

If you look at a save game, then try to use the arrows they disappear. This is what I have heard from others.

I have this bug as wellthe sliders are all gone and only the dates set in the 'bookmarks' are playable - hope Paradox solves this bug soon as it hugely limits the choice available.
I installed the patch 1.06 first, followed by the DLCs, the African Sprites, SOI and middle-eastern music.

As soon as I play an islamic ruler whether from a save game or a new one if I go back to the start screen I can't date scroll anymore w/o a restart. Its not too big, but makes it hard to test out sides.
Having the same problem here.

A few ways to fix it, either restart the client or start a fresh game on any date then resign and go back to the selection screen. Either way, if you want to avoid it, do not look at your saves.

Yes this seems to only happen when you look at a save game and back to historical start. Do you know if this has already been mentioned in the Bug forums?
