How do you create empires in 1.06?

Hey. I've got the kingdom of Ireland, Scotland, Wales, and Sicily but I'm not able to create the Empire of Brittania. The only mention of creating empires Ive found anywhere says you need any 4 kingdoms to create an empire. There's nothing in the changelog, or anywhere else explaining the pre-reqs 1.06 empires!

Well if you don't own england you probably don't have 80 percent of Britania's 'de jure' lands

Now, where did you read that one needs 80% of the de jure land? I didn't find that anywhere. Thanks for the help though.
