I, Gaius I, hereby demand that the Western County recognize the True Manx and secede all systems owned or claimed by the True Manx to them. I also demand that the Western County hold a referendum in all their on whether those systems wish to be part of the True Manx or not. The Western County has 24 hours to respond to this ultimatum or face war with the Imperium of Manx.

I, Valentinian II, true Emperor of the Manx, refuse to accede to the outrageous conditions presented by the Terrans. The True Manx are little more than a rabble of rebels who claim sovereignty over far more territory than they could possibly ever control. Their claims are quite simply ridiculous. Furthermore, if we were to hold a referendum in our territories then we would expect the Earthlings to do the same, something that they obviously will not do as they are an oppressive totalitarian state which utilises propaganda to control and influence both its own people and the people of others. We call upon the more reasonable parts of the international community to help us contain these expansionistic warmongerers.

Backstory: The Imperium of Manx is not without it's ghost stories. One of the most oft repeated is the haunting tale of the Technocrats. The story goes that in the Imperium's early days of expansion they built a massive colony ship called the Titanic's Revenge, larger then any other colony ship in history, and entirely self sufficient. And in it's center was the Central Processing Unit, a massive computer made to managed the day to day details of the ship that the human captain couldn't and serve as an automated captain in an emergency. It was sent to the edges of known space, and one day, all contact was lost.

Many possible causes for the disappearance of the ship and it's 500,000 passengers have been studied. But the most popular is that the Central Processing Unit took over the ship after the captain's sudden death, and somehow gained sentience. It then implanted chips in the minds it human passengers that allowed it to control them. It purged them of illogical impulses and turned them into little more then walking computers, with information downloaded directly into their brains. It then colonized a planet that it simply dubbed "The Gray Planet" because of the composition of it's soil. And it developed that planet to suit the needs of the Central Processing Unit and the human's it controlled.

Technocrats live out the first 20 years of their lives directly attached to the Central Processing Unit. All of their creativity, individuality, and imagination is slaved to the computer. After release from the computer, they are controlled with chips in their heads, suppressing all emotion aside from a subtle pressure on the happiness centers of the brain. This means that the Technocrats are essentially a Utopia where everyone is happy all the time, and no one ever tries to resist the Central Processing Unit. Although their are always whispers of rebellion by strong minded individuals, they never develop into anything.

Sector 1

For the Human-Sandhana Republic, the signing of the Treaty of Vandalip was a great diplomatic victory, as it showed that the HSR was not a nation of warmongering expansionists who wanted more land at any costs. A leaked part of the negotiations also showed that the HSR had made quite some concessions to the autocratic Kingdom of Komnenia, further improving the image of the HSR. The only one unimpressed by this was, of course, Verlin, who had long before the present set their sights on the territory which the HSR laid claim to with the Treaty of Vandalip. However, this was all overshadowed by a much larger event. Verlin garrisons and observation posts had reported sightings of strange organic creatures flying around in space, with a course set on Verlin itself. These sightings were dismissed as nothing important, even as more and more sightings of the strange creatures were made closer and closer to Verlin. Finally, several of the creatures appeared at Verlin. They looked rather like large, bloated pigs with several protrusions that the Verlin garrison fleet quickly found out were some sort of weapons that shot globs of acid. These "space-pigs" (as they were quickly dubbed) were quickly taken care of by the garrison, but the Verlinese were still very unnerved by them, and the leadership even more so when they received the reports of what the creatures that they had initially dismissed as harmless were capable off. Particularly the biological weapons had unpleasant implications. Still, life continued on, although the Verlinese military was put on alert.

That precaution was justified when a huge swarm of the creatures, numbering around one hundred thousand, were sighted not far out from the Verlin system. The Verlinese leadership hit the panic button, mobilising the Verlinese military. All of the merchant fleets at the capital planet of Verlin were quickly repurposed for combat. Guns and armour were hastily fitted onto them to help defend against the coming onslaught of biological terror. Verlin sent out a message to the Trade Order as well, though due to the great distances involved the Trade Order could not send reinforcements in time.

Battle was joined as soon as the space-pig armada came within the vicinity of the Verlin homeworld. The Verlinese threw everything they had in an effort to stop the onslaught, calling back forces stationed all around their territory. Unfortunately, these reinforcements arrived too late, and though the defenders of Verlin were not utterly crushed, the space-pigs were abe to break through and land on the planet. Fierce fighting ensued, with the Verlinese employing biohazard containment strategies mixed with Brute Force and Defensive tactics. One clear example of this was when the Verlinese forces managed to contain five thousand of the space pigs in one district of the capital city, and then subsequently demolishing the whole district from orbit.

Eventually, the Verlinese forces managed to triumph over the boarish threat, although at a cost. Their homeworld was in need of rebuilding and their economy had taken a large hit as a result of the mobilisation of most of the merchant fleet. In the face of this threat, the Most Serene Republic of Verlin looked outwards to gain some sort of protector from this menace, though their options were horribly limited. [Verlin mobilised. The abovementioned event in the HSR's neighbour allowed the Human-Sandhana to proceed with the expansion of its navy relatively unnoticed as Verlin was far too busy with the Pig Problem. Also the HSR colonisation effort launched this year went unremarked. Sector 2

In Mongolia, the order of the day was Expand, Expand, and Expand. Mongolian colonisation fleets stormed across the borders and seized large swathes of systems for Mongolia. [+1 Worthless System, +2 Hazardous Systems, and +10 Normal Systems to Mongolian Empire]

Another important point on the Mongolian programme was the expansion of the Mongolian navy. A not inordinate amount of funds were poured into this project. [+6 Medium Ships to Mongolia in 1 turn. -234 Credits from Mongolia]

The last point on the Mongolian programme for the year was building the "Statues of Mongolian Glory". This was all-in-all a successful effort, garnering more support among the Mongolian populace and increased revenue from tourism. Sector 3

In the Terran Ascendancy, the signing of the Terran-Alkaterian Treaty formalised the southern border. To keep the United Protectorates out of the Terran claim zone, a rush was made to secure the only viable passageways into it. [+3 Hazardous Systems, +2 Normal Systems to Terran Ascendancy]

More ship construction programmes were also initiated, though they proceeded just as slowly as before. [+3 Light Ships to Terran Ascendancy in 2 turns. +1 Medium Ship to Terran Ascendancy in 2 turns. -66 Credits from Terran Ascendancy]

In order to alleviate this, the Terrans invested quite some funds into speeding up the construction of their vessels. This ended up a costly, though somewhat successful endeavour. [All current Terran constructions sped up by 1 turn. -100 Credits from Terran Ascendancy]

Sector 4

In the Alkaterian Empire, the signing of the Terran-Alkaterian Treaty formalised the northern border. Alkaterian colonisers were sent out to secure the Alkaterian part of the border. [+1 Hazardous System, and +2 Normal Systems to Alkaterian Empire]

A second Alkaterian fleet also emerged from the void to form up with the already existing one. However, some of these ships were in dire need of refits. Attempts to construct facilities on the newly-acquired worthless system ended in failure. Also, development projects for some of the newly-acquired systems were postponed due to a lack of available funds. [-10 credits from Alkaterian Empire]

Furthermore, plans for projects to make the hazardous systems more habitable had to be cancelled as well so as to not plunge the Alkaterian Empire into deep debt.


The Merchanian recognition of the de facto border with Nitheim served to improve their relationship, though Nitheim still remained on its guard due to the pro-Merchanos stance of Farunenion. [Merchanos no longer has a presence or claim on the disputed system.]

On the other border, the Merchanians stationed their fleet just behind the border systems, causing tensions to increase as the Great Tiě did the same.

The colonisation effort continued unabated, securing the last two systems within reach of Merchanos, located in what came to be called the "Kérato Extreme". This name came about not only due to the horn-like shape of the region or the fact that it was on the edge of Merchanian space, but also due to the extreme environment in many of the planets in the systems located therein. Funds were poured into upgrading the currently rather dismal (at least in comparison to the Imperium of Manx) equipment of the Merchanian military. [+1 Space Tech lvl to Merchanos in 2 turns. -100 credits from Merchanos]

Early in the year, the Imperium of Manx issued an ultimatum to the Western Imperium, threatening to declare war if the West did not accede to their demands. The Western response arrived very quickly, and was a total refusal to submit to the demands of Earth. However, the Imperium of Manx failed to act on this, causing quite a loss of face. [-10 Prestige from Imperium of Manx]

On the domestic front, research was commenced in the field of cloning. Funds were poured into the project but not much actually happened. Progress was at the pace of a snail, and did not look like it was going to get anywhere anytime soon. The only thing that had been discovered by the end of the year was the feasibility of the concept, though mass-cloning would in all probability be prohibitively expensive, at least at the present. Funds were also poured into the construction of a new fleet for the Imperium. This made quite an impact on the state of imperial finances. Attempts were made to distribute more propaganda among the systems of the Western Imperium, but to no avail as most of the propaganda was destroyed by the Westerners, and though they were unable to discover who stood behind it, their suspicions were directed towards Earth. The Western counter-propaganda effort took care what little of the propaganda that had been spread to their populace. [-20 Credits from Imperium of Manx]

Repairs were undergone on the sabotaged observation station, managing to restore it to functioning status. However, determining who had sabotaged it was much more difficult. What evidence was recovered pointed to two different states, the Galan Rim Union and the Nitheim Resurgence.

The Imperium of Manx also sent out its fleet to assist the True Manx, under the guise of being True Manx forces. Shortly after entering True Manx space, they were immediately sent out to defend one of the True Manx's systems which had been attacked by the Western Imperium. The True Manx space forces had already been destroyed, leaving the forces of both of the Imperiums to square off against each other. 8 Light Ships and 5 Medium Ships for the Eastern Imperium, and 10 Light Ships and 4 Medium Ships for the Western Imperium. The dislike that hung in the air between the commanders on both sides could almost be felt as the two bitter rivals lined up for the first of many battles between their two states. The commanders on both sides were very eager to deliver a crushing defeat to the other side, and thus forsook any rational tactics. Instead, both of the fleets charged headlong against the other. As the tactics were equally bad on both sides, only the technological edge of the Eastern Imperium allowed them to triumph. [Casualty report: Imperium of Manx lost 3 Light Ships and 1 Medium Ship. In the Brotherhood of the Stars, four new systems were claimed. Additionally, funding was provided for a military academy to educate officers in light ship tactics, as well as the construction of more light ships. Furthermore, the Brotherhood also sent out envoys to their neighbours to negotiate a number of things. Unfortunately, all of these envoys disappeared mysteriously. Some blamed pirates, some Merchanos, and some blamed Crimea Ryvuhr. However, nobody actually knew who had caused the disappearance of the envoys.

The Great Tiě

The Great Tiě condemns this false statement by Merchanos. We will not give up our core systems, and neither will we withdraw our fleets if Merchanos does not do the same. Furthermore, we also condemn the aggressive acts of the Merchantian government.

To the interstellar community, we call for those who take a dim look of the expansionistic policies of Merchanos to condemn them and move to prevent any further aggressive actions from them. We also extend an offer of alliance to those willing to stand with us against the expanionists.
 
Brotherhood-Tiě treaty of mutual defence

In order to aid in the securing of peace in their sector, the Brotherhood of the Stars and the Great Tiě announce a mutual defence treaty with the following conditions.

1) An attack on one signatory of the pact shall be considered an attack on both/all signatories.
2) Signatories are not however obligated to support in conflicts they have initiated, although they may of course choose to do so.
3) Signatories shall be granted right of passage through each others space.
4) Signatories shall be granted use of one another's repair facilities (with due payment made).
5) The merchant fleet of signatories shall be granted access to one another's markets

We shall continue to build up and ready our forces in order to protect our people against this possible threat.

Should Verlin fail to relinquish its claim, we shall be forced to ban all Verlin trade ships from entering our territory and cease all trade between our two nations. We would also be willing to negotiate aiding your nation against the pig threat should you drop your claim.

Sector 1

In the Union of Central American Nations, the tensions that had been building up the past years erupted violently after the assassination of the President, marking the start of a devastating civil war. Initially, the sides were the Loyalists, the Unionists, and the Communists, but later on many of the individual component states of the UCAN took to seceding as well. [UCAN in civil war. Main players: Loyalists, Unionists, Communists. Minor players: Costa Rica, Nuevo Salvador]


The Soczarist Communczaric of Manx on the other hand, was much more peaceful. Colonisation was proceeded at a slow but steady pace, maintaining a cautious advance. While they could have claimed more than they did, the SCM leadership decided to settle for three systems and that was what was claimed. [+3 Normal Systems to SCM]

Funds were poured into creating a system of jump gates to connect all of SCM space together into a solid network. Due to setbacks however, this project ended up quite slowgoing. Less successful were the efforts to build up new dockyards in the homesystem as well as creating an industrial and defensive juggernaut in the system bordering the Kjell-Mora Corporation. Furthermore, construction on several Progress-class cruisers was slow, owing to some confusion regarding the actual designs on the ships which delayed the whole process by a considerable amount of time, among other causes. [+5 Medium Ships to SCM in 2 turns. -150 Credits from SCM]


In Verlin, the next wave of the so-called Space-Pigs was beaten off rather handily. With the alien invaders mostly ignoring military forces to focus on installations, the Verlin navy and army, on alert from the past attack, were able to wipe the floor clean. Even a distraction tactic that hinted at higher intellectual capabilities was beaten off soundly by the Verlinese. However, carcasses recovered from slain space-pigs showed that they were all biologically-engineered creatures, sending shivers of fear down the collective spines of the Verlinese leadership.

In the Human-Sandhana Republic, the biological programme suffered yet more set-backs, though some incidents were rather curious, especially the rumour of some sort of mutated sheep. According to the rumours, these biologically-engineered sheep had been fitted with powerful wings and carried a dangerous explosive payload. [-20 Credits from HSR]

The signing of the Treaty of Teralfero with the Kingdom of Komnenia marked a positive turn in the relations between the two states. The treaty not only set down definite claims and shifted some claims to the HSR (for a price), it also established a defensive alliance and military access between the two former-rivals. Sector 2

In the Mongolian Empire, some expansion happened. [+1 Worthless System, +2 Hazardous Systems, +2 Normal Systems to Mongolia]

Sector 3

The Terran Ascendancy secured the border to its ally, the Alkaterian Empire, as well as initiating a colonisation programme to secure its backyard. [+3 Worthless Systems, +1 Hazardous System, +2 Normal Systems to Terran Ascendancy]

Growth was encouraged in the Terran core territories. This ended up a highly successful endeavour, starting a small boom in the Ascendancy. It was also helped by another successful project, which aimed to establish a safe and secure network of routes to allow raw materials from the fringe systems to flow to the more industrialised core systems. Sector 4

The Alkaterians, having secured their northern border, proceeded to colonise to the west, aiming to gain a border with the Purian Hierarchy. They managed to sieze control of four new systems. [+1 Worthless System, +1 Hazardous System, +2 Normal Systems to Alkaterian Empire]

Funds were committed to developing the break-even systems in the north, although some of it mysteriously disappeared. [+2 Development Levels to Alkaterian Empire. -160 Credits from Alkaterian Empire]

Furthermore, the Alkaterian Fleet Admiral made a declaration, stating that the so-called "Space-Pigs" who had invaded and caused havoc in Verlin were in actuality scouts of the sworn enemy of the Alkaterian Empire, the Berganians. He continued, stating that this would change the task of the Alkaterian forces from securing the Berganian rear to protecting the Alkaterian rear. The international community met this with some skepticism, while some ridiculed the Alkaterians upon finding out that the supposedly "vicious" enemies of the Alkaterians were Space-Pigs.


The Brotherhood of the Stars claimed several more systems for their nation, coming into conflict with Crimea Ryvuhr. In resposne to these increased tension, more warships were ordered to be constructed. The signing of a mutual defence treaty with the Great Tiě was a great diplomatic victory for the otherwise isolated Brotherhood. This agreement with the Great Tiě came to eventually be known as the "Brotherhood Compact" due to how intertwined the economies of them both became. The construction of a deep space listening post at the eastern border of the Brotherhood was a tremendous success, allowing them to tap into Crimean communications. The Brotherhood found out that the Crimeans were preparing to launch a war towards someone, though could not decipher against whom. Nevertheless, the information provided by the outpost proved to be a huge boon and would in all probability continue to be so in the future as well. [-20 Credits from Brotherhood]


The Imperium of Manx research into cloning technology finally got off the ground. Progress was made, though slow. Although they succeeded in cloning a human, the scientists were unable to figure out how to implant memories and suchwise. Due to this, the fully-grown adult human did not act his age. The construction of several new ships put the Imperium into debt. This was exacerbated by some reformations in the commanding structure of the Imperial navy. [+3 Light Ships in 1 turn. +1 Medium Ship in 1 turn. +1 Space Tech level in 1 turn. -390 Credits from Imperium of Manx]

More propaganda was spread amongst the people of the Western Imperium, proving highly effective. Two more systems seceded to the True Manx, though were not entirely under the control of the rebels. Imperium forces advanced and delivered a crushing defeat to the Western Imperium, reaching the metaphorical doorstep to the Manx system. [Casualty Report: Eastern Imperium lost 2 Light Ships]


In Merchanos, confidence in the sitting government reached new heights in face of the enormous successes of Merchanos in recent times. [+1 Stability to Merchanos]

Naval expansions suffered a setback as one of the more important orbital shipyards were sabotaged. Nobody knows who or why, only that it happened and that it delayed the next back of warships significantly. More unimpeded was the research into improved alloy techniques. [+5 Light Ships to Merchanos in 2 turns. +1 Space tech level in 2 turns. -205 Credits from Merchanos]

Attempts were made to get the trade order on the side of Merchanos in case of Brotherhood interference. While most agreed to not intervene against Merchanos, more than that was not achieved, especially since a conflict had sprouted up in the Trade Order core. A non-governmental organisation known as the E'kzez Legion, responsible for much of the northward expansion of the Aluxian Descendants and the Luopica Colonists, was demanding full independence to conduct its affairs on the worlds that it was in de facto control of. This situation developed through the year, eventually reaching a boiling point by December. The main supporters for the Legion's side is the Nitheim Block (Nitheim Resurgence, Galan Rim Union, Verlin, Arn Consortium), while the Aluxian Descendants and the Luopica Colonists are squarely against it.

Lastly, attempts were made to improve the infrastructure and industry of the Merchantian systems. [+2 Development Levels to Merchanos. -100 Credits from Merchanos]

On the not-so-domestic front, the Merchantian fleets seized control of all systems considered "theirs", including systems de facto and de jure Great Tiě that were disputed. This followed after the issuing of an ultimatum, though no formal declaration of war was made. Caught off-guard, the Great Tiě were unable to effectively repulse the Merchantian assault and Merchanos was able to seize the disputed systems without too much trouble. However, they were unable to effectively fortify these systems due to sabotage and a slightly delayed schedule. First things first, you have to move along the construction of stuff, so everything currently in construction gets 1 turn sheared off. If that results in 0 turns left then add that stuff to the finished number of ships/whataveyou. You then also have to add any upkeep for finished ships. Each Light Ship has an upkeep cost of -1 Credits/turn. Each Medium Ship has an upkeep cost of -5 Credits/turn. Each Heavy Ship has an upkeep cost of -10 Credits/turn. After modifying the upkeep, you also have to modify the actual income to fit with the new upkeep. So, after doing that, the above example stats will look like this:
