I'm playing as Transvaal and pass some political reforms. I pass the Landed Vote reform and the government type goes from a dictatorship to a democracy and everything is ok. But after some time the government goes full reactionary and I don't know why. I check the population and my Capitalist and Aristocrats only have like 5% reactionary top for every group, much more conservative or liberal. Also the voter's ideology is blank on the politics screen and it says no one can vote. Which makes no sense when the rich should be voting. So the government is basically stuck and the only possible way would be something like a Jacobin rebellion that I see.

So my question is..

1) Is this normal or is this a bug that I should report?
2) If it is normal is there any way to progress forward other than hoping for some high mil/con events?

I havn't had this happen to me other than with Transvaal that I know of.
 
Is your Upper House composition Ruling Party Only? If so, try pushing elections until a liberal party gets elected, and you'll get an event to change the Upper House composition to Appointed.
 
Are your capitalists and aristocrats Boer culture? If not, and only primary cultures are allowed to vote, then you have no eligible voters under Landed Voting.

Ah you're right. I didn't actually check the culture of my capitalists and aristocrats. None of them are Boer which would explain the issue. Thanks for the help! Now I just need to get at least one into office.
