At least that way the politicians will be so busy fighting the government that they will not have time to invade other countries. Equally it will mean that countries will be well run the half of the time which is about an improvement equal to half the time in the amount of time a country is well run. What could ever go wrong.

Clear Trickery is present. There would have been one IRA Sympathiser at some point. Odds suggest they may have scanned someone. It's Possible they scanned an unclaimed Apprentice therefore meaning we're dealing with an IRA wolf and a IRA sympathiser still. We can only assume there are just two baddies left at Maximum but not a minimum number of baddies.
