This event, to me at least, has the following effects:
1 - Lose 2 stab
2 - Lose 1250 Ducats (!!!)
I mean, WOW, 1250? Isn't that a bit too much? Previously, all it happened was that we lost 1250 ducats invested in Government research, which was kind of a flesh wound, now it's almost decapitation...
Maybe I'm exaggerating, it's just that I had to take a loan, which in itself is very very annoying...
Looking at the event, you've triggered the event with an empire of >80 cities. By my math that's about 16 ducats a province to bribe the population and prevent unrest. That's roughly the base price for each of the bad government events. It's painful but I think events similar to that did happen historically, especially if you have a large sprawling government over many, many provinces.
Perhaps refinement could be made to the event to take into account centralisation and other factors that would historically mitigate it.

As you get larger you want to become more decentralized, IIRC. That way you don't get a ton of terrible modifiers and unrest.Originally Posted by B1rm0n
