Which is why you must give the regency to me your uncle, I have more experince and can better deal with these problems in our Reich.
 
I naturally accept the instructions of my elder sibling, the German Emperor, and pray I can perform dependably in his service. I would extend an invitation to my uncle, Prince Heinrich, to offer his wise counsel to the Regency, for however long it may endure.

I hereby honour the invitation to Albert Karl Gustav von Wettin to assume the chancellery and attempt to form a government, provided he can secure sufficient support for a legislative majority. I would wish all the parties of the Reichstag to set aside their differences in the name of forming a national government. I am much troubled by news of the recent reverses suffered against the French on the front. The restoration of national unity is essential if the Anglo-German alliance is to achieve victory over her enemies.

I would, however, not presume to dictate in these affairs. Our great institution has sustained much disapproval in the previous months. It is clear, now, that there has been a surplus in interference and a deficit in restraint. It is the royal imperative to serve as an instrument of strengthening the nation. As such, I state forthright that it is my sole intent to exercise only the rightful constitutional prerogatives of my brother, the German Emperor, leaving the business of governance to the statesmen for whom this is their natural employ.

Let the gentlemen of the Reichstag attend to their affairs.

I think I may have detected a problem, before removing himself from control Wilhelm III appointed Reinhart von und zu Birkenfeld to be Chancellor, despite the regent holding the Kaiser's powers I believe that the Kaiser's decision should come first.

However, the Kaiser has granted all his powers to his regent, so the regent's later decision will override the Kaiser's earlier one.
 
I would advise not to allow the comunists to join the government they will bring nothing but instablity and trouble. I would also like if the DDP can drop removal of the monarchy from there platform and change it reducing the powers of the monarch. If so then I belive a workable stable government can be formed.

The DDP advocates the removal of the Monarchy, I do not believe the Kaiser will appreciate his regent bringing a party that wants to get rid of him into the government.

My compatriot, Herr von Wettin, as well as I, have agreed that we will put aside our republicanism for the time being, in exchange for reforms to take away the Kaiser's large power.
 
The Kaiser's decision was to appoint the Regent to do his job. The Regent decided on who he wanted to try and form a government. That is the end of it, and I think you should refrain from such blatant power grabbing - the DDP is the largest party in the Reichstag and thus should have the chance to try and form a government first.

On the question of the DDP's position on constitutional reform, while we will be trying to enable as many as posible of our policies to be enacted in government as we can, we accept that coalition government requires compromise and this will be addressed in the coming coalition talks.
 
General von Roon is correct that the German Emperor, before investing powers in the Regency, tailored an invitation to Reinhart von und zu Birkenfeld to assume the post of Chancellor. In any other situation, I would have accepted this unconditionally: the latter is a superb statesmen with excellent experience in government. Unfortunately, the party of the previous chancellor possess only fifty-three seats in the Reichstag. Therefore, it would have been a difficult task for Herr Birkenfeld to form a government. Without any intended offence, I therefore decided to withdraw this invitation. Instead, I have proffered it to Herr von Wettin, as leader of the largest party in the Reichstag.

On an unrelated note, I would ask General Erich von Falkenhayn - who, naturally, is retained as Chief of the Great General Staff - to reinstate General von Roon in his former post as commander of the 8th Army, in light of his withdrawal from politics and the necessity for the presence of good generals on the disturbed front-lines.

The Communist Party is overjoyed by the Support that the German People has shown us and we will make this count.

In the short term the forming of a unity government to see out the duration of the war. The Communist party would be happy to support such a short term arrangement to provide direction to the Country. IF we lose this war we may not have a country to have a revolution in.

I understand the desire for a unity government, however I feel that, in order to prevent the necessity for new elections once again at the end of the war and to ensure stability, I will attempt to form a conventional government first. I hope this is acceptable to the house.

I have great faith in all of these men. Many are from the previous administration, allowing for a smooth transfer in key areas such as the war ministry. Many are new, bringing fresh ideas to government and enabling reform.

As to this government's legislative programme; we will first and foremost be seeking a positive resolution to the war, aiming for nothing less than victory. More than anything, I hope that we can retain the support of His Majesty's government in Westminster. As such I hope to visit London as soon as possible.

I will also be pushing constitutional reforms, such as reforms to remove all non-ceremonial powers from the Kaiser. I hope to be able to carry out social reform as well, such as to lower the voting age so that every man over the age of 21 can vote, as opposed to the current franchise where only men over 25 can vote.
