    That is good, but it does concern me that there are specific funds dedicated to food transports and to give the people outside the cities at least equally much money as the people inside the cities.

    However, as the Chancellor has said, another bill deals with the Colonial side of the Infrastructure coin. Our colonies are horribly underdeveloped, and we must start to fix that problem by developing the infrastructure there:

    Colonial Infrastructure Bill


    An additional 4 million RM shall be provided to the German colonial administrations administered by the Federal Government, in order to establish and improve existing infrastructure. Ports shall be created and expanded, survey teams shall be sent in to locate and inform the government of any raw materials or deposits they find, and funding shall be given to help establish ways to exploit those resources found by the survey teams. Roads shall be built in order to improve communication and travel from one point to another, and running water and electricity shall be extend first to cover all the major ports and cities, then outward to more remote areas. This 4 million shall be given every year with the budget and the option to increase it if results provide the government with satisfaction.
    I vote YES on this bill as well.

    I re propose the following, and give the bill my support. I also vote yes to all other bills on the floor.


    German Armed Forces Pensions Bill 1914

    Preamble:

    This Bill aims to accomplish 2 tasks. Firstly, the Bill aims to improve and restructure the support provided for ex servicemen who have left the army, by not only increasing the sum spent upon supporting them, but also by ensuring this money is used for the right things. Secondly, and indirectly, the Bill aims to enable the Reich to better defend itself, through the provision of greater numbers of willing servicemen, and the good care of retired servicemen who may fill posts such as that of an instructor during times of war.

    Articles:

    1. A new pension scheme shall be set up. 40 million RM shall be provided, in each annual budget, in order to accommodate members of the armed forces after they retire. Those with crippling injuries shall receive a higher payment, and the scheme shall also provide compensation to families who suffer the loss of a man, whilst he is in the service of the armed forces.

    2. 30 million RM shall be used in a one time investment to set up state run retirement homes for members of the armed forces. These shall provide for the homeless retires who cannot pay their own way.

    I vote No to the 1914 Reich Infrastructure Bill, and Yes to the Colonial Infrastructure Bill and GAFP Bill.

    I could not provide more resounding support for Count von Drachenstien's pension bill. If his arguments did not persuade this patriotic Reichstag, I would ask they consider two massively important and undeniable positives - the support would, as the Count states, add a sweetner to those who are teetering on the edge of enlisting, and the rollover of veterans into instructors would provide such a deep wealth of knowledge to trainees that I would say, rather confidently, it could add a conclusive edge to our armies in a potential time of war.

    I vote NO on the Colonial Infrastructure Bill. The money is needed at home. German interests are more important to me than African interests.

    BERLIN - News from the Imperial Family has found that Crown Prince Wilhelm was rushed to his personal doctor today, having taken on a grave illness. News from the doctor indicate that it might not be good. Wilhelm is the heir to the German Throne, and should he pass away, it is up in the air who would be lined up to replace the Kaiser. We here hope that the Crown Prince can make it through this tough time and ask all of the Citizens of Germany to support him.

    Biography: Born in the city of Breslau to an aristocratic family reaching back to the fourteenth century, Generalmajor Herzog Karl von Falkenberg entered the military at the age of 12 and served in the Gardekorps during the Franco-Prussian War.     I vote for the German Armed Forces Pensions Bill 1914 and The Reich's Infrastructure Bill of 1914. I cannot stress enough how important it is to properly reward those men that put themselves in danger to protect their country and their countrymen.
    I vote against the Colonial Infrastructure Bill.
    I would also like to express my most heartfelt wishes that the crown prince recover as soon as possible from his illness. We have once already lost a member of the Imperial family to disease in 1888, and nobody that calls himself a true German would wish to repeat such a tragedy.

    There are also two other matters close to my heart, and when you have heard of them I am sure you will approve of these gestures. The first is a bill that recognises the efforts of the von Bismarck family and honours the founder of our country and the Prussian Minister President and German Reichskanzler of twenty-right years, Fürst Otto von Bismarck, as his birth will be one hundred years ago on the first of April, 1915.
    The second matter is quite similar to the first. I propose to erect monuments honouring the valiant efforts of all the German military men and skirmishera that, almost one hundred years ago, defeated Napoleon. It is the centennial of that victory that approaches on the twenty-second of June, 1915.

    Noting that the hundredth anniversary of Otto Eduard Leopold Fürst von Bismarck-Schönhausen's birthday approaches on the first of April, 1915,

    The Solution to all the worlds problems is utterly simple. We should set up all government so they run like an Episode of Yes Minster. At least that way the politicians will be so busy fighting the government that they will not have time to invade other countries. Equally it will mean that countries will be well run the half of the time which is about an improvement equal to half the time in the amount of time a country is well run. What could ever go wrong.

    I and all other Germans can only pray for the health Crown Prince Wilhelm, may he soon return to good health.

    As Reichschancellor it is my duty to ensure a fluid flow of bills through the Reichstag. And as I have yet to open the floor to general debate, the only bills currently up for debate and voting are the Reich's Infrastructure Bill of 1914, and the Colonial Infrastructure Bill, which was alluded to with Reich's Infrastructure Bill. As such all discussion and voting on all other bills are null and void. When the floor is opened to debate, as it will be soon, then other bills may be proposed, until such time any motions to do otherwise are in contravention of the rules of the reichstag.

    OOC: I think only two bills should be run at once, to make things clearer. Additionally, as I have yet to open the floor to general debate, other bill proposals are in contravention to the rules of the Reichstag.

    OOC: I do believe that many of us, including myself, were unaware of such a rule of the Reichstag particularly because it is not in the rules on the front page, and we had not been informed otherwise.

    IC:

    I pray for the crown prince with my colleagues, and I open my coffers should money ever become an issue regarding his operations however unlikely that should be.

    Back to business, I would like to inform those of you who seem to think that this Colonial Infrastructure bill is ADDING money to the Colonies to spend. Its not. The 4 million RM is already included in the budget, this bill is only clarifying what that money is to be used for. If we don't pass this bill, that money will undoubtedly be squandered and end up not benefiting us at all.

    I am also confused by the resistance of the Farmers League. We are already doing much to improve the German heartland, and farmers in this country are in a much better position than they are almost anywhere else in europe, especially seeing as they have their own direct party! Are you going to oppose bills that try to help people outside the German heartland, even fellow farmers in the colonies? Are German citizens and German farmers, and even Afrikans under German rule not Germans too? Just because they are away from the Fatherland itself, they are no longer German and do not deserve our money, a lot of which comes at the expense of taxes taken from people in the colonies? Not to mention that the more developed the colonies become the more useful they will become to the German Heartland itself!

    But that defeats the point, as the money has already been allocated to the colonies in the budget. This bill directs how those funds should be used, and without that direction, we have no control over how it is spent by the colonies' administrations. Are you in support of chaos and corruption in the colonies perhaps?
