Hey all, I've got a question. I'm currently in a game as Piedmonte-Sardinia and I can't seem to increase my population of soldiers, no matter what I do. I have the military maintenance slider cranked up to max but my population of soldiers hasn't gone past 0.8 percent for over a decade. I got in a rather nasty (but victorious) war with Switzerland the decade before which caused some havoc on my military class, but I'm inclined to think that's not the problem. Right now, my economy is somewhat booming and everyone in the lower class--- from farmers to laborers to craftsmen--- are having virtually all of their needs taken care of... except soldiers. They have everything but luxury needs completely filled. I'm not sure why this is happening, exactly, because soldiers are technically low class so they are benefiting as well from low taxes. I would gladly increase soldier pay if I COULD. I mean, I already have the slider cranked up all the way. What more can I do to attract soldiers short of national focus?
 
Er... why not NF them? That's extremely effective, especially for a nation like SP. Stop NFing clerks for a little while and once you have enough soldiers you'll switch back. It's no big deal. And it's also your only real choice.
 
High military spending will attract pops to promote themself to soldiers

Yes, but NFs totally override the promotion direction mechanics; so if you're NFing craftsmen, then everyone who could promote to a soldier will be promoting to craftsmen in that state. That's normally why people struggle to get soldiers in smaller nations.
