hangars on naval stations

how do you build node fighter hangars onto naval stations?

i believe i have the technologies required (the one that says allows you to build hangars on naval stations). yet on retrofit there isn't a hangar slot.
i can't put my node fighters onto an existing naval station.

does it have to be a level 5 naval base?

If I say it correctly, I believe that the technology for hangars on naval station unlocks the BR satellite. Node fighters are a special kind of BR for humans, so the construction and assigment to the sats is the same way.

I had the same expectation of naval stations xd, a bit of a shame.
