Afak, in general it is possible to change to a form of government, that is greyed out in the list, if you switch back to a less advanced government. But I have never done this.
 
As people have pointed out, the only road forward for theocracies is Absolute monarchy at GovTech 27. Then you can work yourself back to Feudal Monarchy, but by then there is hardly any point to it. What version of the game do you have? Should show in the lower-left corner of the main menu.
The requirements and process for changing depend on what version you have.
