Absolute Monarchy. Get your good shoes and start the loooooong way to Government Tech 27.
PS: Oh, and it WILL get you to -3 Stability - the change has a stab-hit of 10.
Also, if you are playing as the Teutonic Order, you can use the "Reform into Prussia" decision, which changes you to Feudal Monarchy at no cost to stability.
Afak, in general it is possible to change to a form of government, that is greyed out in the list, if you switch back to a less advanced government. But I have never done this.

Not as a theocracy, there's nothing else to switch to.

As people have pointed out, the only road forward for theocracies is Absolute monarchy at GovTech 27. Then you can work yourself back to Feudal Monarchy, but by then there is hardly any point to it.
