Sorry if this has come up earlier.

Playing as German Empire, inherited Austria-Hungary when I united. Now I want to release Slovakia, Hungary, Ukraine and Slovenia as Satellites. However, when I do, only Hungary becomes my satellite. The other nations is released but not as my satellites. So, what am I doing wrong?

Occupy, wait until they're no longer a GP, add 'add to sphere' wargoal, complete it, create germany. Just like with Austria.

While we're on the subject, what's the difference between a satellite, a dominion, and a puppet?
They all function the same, I think, so what do the different titles mean?

Puppet is the general term and includes satellites and dominions. IIRC, dominions are when the country gets colonial regions(Canada, for example), while a satellite just has states.
