How about this? I might delete the requirement of event 3800(oil Embargo). It is unlikely that Chennault would have stayed in the RoC as a puppet.

Edit: giveleader which = 50304 where = USA might be better suited.

only chenault is already in USA, the TT Chennault for USA wouldnt make sense from a historical POV. so i would simply sleep both.
