sleeping minister and leaders at begining of scenario

i have a few ministers and leaders that have to be slept at the begining of a scenario so i can wake them during the gameplay via event. do i have to create an event at the begining of the game to sleep them or is there an option in the minister/leader file

Yes, you can add them as dormant in scenario files. Check Mexico in 1914 scenario for an example.
