So I'm Germany right now. I have Austria-Hungary as a puppet and want to form Greater Germany. How do I do this in general and in this specific case?
In other words, what are the conditions to be met?

- Peace?
- Puppet-status?
- Sphered?
- Prestige?
- Government type?
- Austria/Austria-Hungary?
- Intelligentia type?
- Allied?
 
You should've sphered them as NGF and they would've been annexed when you formed Germany. However, you can still get an event to annex them if they're in your SoI (IIRC).
