I've got no idea what those graphics are; it's possible they were just left over by Paradox. Maybe they intended to implement a weather system, but never got round to it. I've certainly never seen them in the game.
HOI3 leftovers. There's also an airbase, a strategic bomber, and a nuclear reactor.
