Let's say two human player dedicate some of their leadership to damage my research by -34% total. Is there anything I can do against it besides setting the best laws possible, setting domestic mission to counterespionage and having 10 spies at home?
I assume that sending spies to them and doing counterspionage mission is worthless since it is supposed to kill their domestic spies, not their spies in my country, although I have never seen a spy being killed by this.

You can have a friend do counterespionage missions in your country.
So counterspionage mission, when being done in ally country does kill enemy spies, not domestic spies of the target country?

I believe that is the case if you are ALLIED with eachother, but not entirely sure.
