    "Automatic" ejection of new merchants in new COT with open slots

    Castille got Muskogee. They had the monopoly. There were 14 open slots. I tried to place some merchants in those slots, but they were "lost to competition" to Castille for about the first year. I gave up, some other nations went in, I tried again and now all is well. Repeat now for Malacca.

    As long as a nation has a monopoly, you can't just take an empty spot but you have to break the monopoly first, that's how it's supposed to work,
