Idealogical thought has a bunch of inventions which increase plurality. Plurality in turn increases research output, and since the Ottomans start out as backwards as you can get without being an uncivilised state, the more research the better. At least this is all true for AHD.

Too bad for FoT.... what about an early tech rush for Idealism? Huge research boost and as one of the first nations to discover, can bump prestige a bit. Or is the Pluralism from Ideological thought still better?

Does anyone do "restore the academia" for the Ottomans? Early research priorities run counter to the starting military industrial administration.
