[5.3.2] - Province Improvements UI (roads)

Playing using latest stable DW patch and interface hotfix.

I'm currently unable to use the province improvement ledger tab to build road improvements (I have his BUILDING_CATEGORY_10 thing, where all buildings are "built"). It just makes the game a pain for upgrading provinces, having to find which ones I haven't upgraded. Is there a fix of some description for this?

Before uploading v5.3.3, i've worked on this for a couple of hours. For the moment, i'm not sure what to about it
