Get Romantism and then you can enact Manifest Destiny to get relevant cores.

If you've researched romanticism and activated Manifest Destiny, then there should be no infamy charge. Add Wargoal is the option you want to use. Justify War could be used to attempt to get a reduced infamy charge (if you haven't done Manifest Destiny).
Or you can play PDM, which has a Treaty of Guadelupe Hidalgo event chain that starts with the USA enacting a decision while decisively winning a war with Mexico and gives Mexico the chance to accept or refuse. If they accept, the appropriate treaty terms happen including American cash payment for the land and Mexico gets placed in the American SOI. If they refuse the USA loses a fair amount of war exhaustion, giving them the will to fight on and force their terms on Mexico.
I feel like a lot more decisions in this game should be "or else gunboats" towards AI. Another good example would be Ostend Manifesto, it should give you Cuba if Spain agrees, and if they not, that's when you get the infamy and have to fight them.

It's be nice to have Spain weigh its options realistically, which would be a miracle with this AI.
