    Non-Mobile function command for Units?

Is it possible to create a command for units as such:

is_mobile = no, so that you could create a static unit?

I am asking this because I have been playing this game for 3 years and I don't think i have ever had a battle for sevastopol. It's time to implement a fortress garrison unit that won't ever move so that some historical accuracy can be put into the game.

Another way of doing this would be to disable strategic deployment for a unit, and set speed to 0.

Maybe something that could be done for 3.06?

Set the speed of garrisons to 0 instead of 1. 1 is slow enough though, the main problem is that the AI doesn't build enough garrisons.
