Is there a way to increase our leaders skills aside from cheating?

Become a Republic. Whatever type of leader you choose with get a minimum of 5 in that chosen stat and can be switched out (of kept) every 4 years until they die.

Other than that the stats for Monarchs are completely random. Some events give heirs who have particularly good or bad additions/subtractions to stats but again, outwith your control.
