Chapter 1: Expanding the Bureaucracy

We begin our trepid journey as a young rebellious state, only decades ago gaining our independence from our French oppressors, via a slave rebellion. Our rank in the world is lowly, our literacy among the worst of civilized nations, which somehow I feel a privilege to even be considered civilized given our rebellious beginnings and lack of almost everything.

v2_1.jpg

We have a couple things going for us here, mostly the 3 brigades of irregular infantry and our liberal upper house, and don't forget tobacco! There's also some bad news.

We begin as a Presidential Dictatorship, not bad if you like oppressing your citizens and promoting war, but we are in the America's! The hemisphere of freedom and liberty, or so everyone says. We also have a nice healthy negative budget and a paltry 4.24 research point generation, so things aren't looking so hot.

v2_3.jpg

We can appoint ruling parties too, unfortunately we are in a one party system where only Parti Nationalist can be selected. Oh well, at least slavery is abolished as per our rebellion. We have one political reform we can pass through so we do;

v2_4.jpg

Now looking at our population

v2_6.jpg

Lots of farmers! Farmers for days and days. 150 thousand illiterate, poor, conservative farmers.... Baby steps. First we need to promote some bureaucrats to increase our administration efficiency. This will make the entire state more efficient in many regards.

Now, taking a closer look at the budget, there could be some immediate adjustments that could help. The former regime was quite conservative.

v2_2.jpg

After some adjustments, and 1 month passing to let the economy adjust.

v2_5.jpg

We raise poor taxes up to 99%, administration spending up to 100%, lower the military spending budget considerably, and leave the rest as it was. By promoting bureaucrats and having maximum administration spending, we can get maximum gains in administration efficiency.

By the end of 1836 we are starting to see some real progress.

v2_7-1.jpg

Administration efficiency is up to 33.3% and the budget is actually positive with no adjustments made since we last saw. Hopefully the young Haitian government can continue to make progress.

Chapter 2: The First Haitian-Venezuelan War

By early 1837 the Haitian government was making a modest profit, but still not enough to fund education properly or even think about expanding. The nations treasurer had an idea to use the growing tariff efficiency to boost the nations budget. It was a shrewd move, and some taxes needed to be cut in order to not upset the population too much, but it worked.

v2_8.jpg

Pretty much instantly Haiti went from gaining .16 gold a day to gaining .74, a very nice improvement. As administrative efficiency improved so did the tariff efficiency and the budget continued to have modest gains.

Seeing the budget grow, the Haitian government decided to start focusing on improving their research. Despite having nice economical gains, the nations research generation was at an all time low, and a couple years had passed with no discoveries. So we start promoting clergy in our only region.

v2_9.jpg

Taking a closer look at our provinces, it is quite disappointing almost all of our region is mountainous. Yea its nice for the defense, but we will never be able to get a high level of railroads built here, where it is likely most of our factories and immigrants will eventually be. Not only that, but its not correct, the highest point in Haiti IRL is less than 8,000ft.... much less than say Colorado where most of it is hills in-game.

Anyways, with our swelling budget and rising national treasury we decide its time to get ambitious.

v2_10.jpg

3 clipper convoys are ordered built, a plot must be brewing, but who will be the goat?

v2_11.jpg

Venezuela seems the easiest target, and her allies don't have much in terms of manpower, navy, or direct borders so it seems a daring, but possible move. Plus there is a decent contingent of Afro Caribeno's living within the country... one of our accepted culture groups. After the convoys begin construction, the nations treasurers again step in and recommend to take control of the clipper convoy stockpile.

v2_12.jpg

The tool-tip here was widely regarded as being ironic in the Presidential Cabinet, since NOT setting it to manual would probably result in us taking loans. :laugh:

Anyhow, the government decides on yet another shrewd move, they are going to disband one of their beloved irregular infantry!

v2_13.jpg

This cant bode well. What they heck are they doing disbanding military units on the onset of war?...

v2_14.jpg

Oh... Simply making room for some better units. After fully inspecting the situation the Secretary of War has recommended that we improve our quality of units. Well, at least one of them. Despite having only 1 regiment and 1 ship our spies have indicated that Venezuela has at least 1 regiment of infantry quality if not better, so a couple brigades of irregulars might chance defeat.

v2_15.jpg

Then not long after preparing for war, we have been discovered, costing us 4.7 infamy, not bad.

Shortly after, we have achieved our proper Casus Belli, and war is declared. Ecuador and United States of Central America both accept calls, but largely do nothing to stop the Haitian aggression.

v2_16.jpg

Having our 3 clipper convoys quickly transport the troops over, we catch them off guard. Upon war, Venezuela retreats its only regular unit and mobilizes....

v2_17.jpg

But the freshly mobilized troops are cut off and destroyed almost instantly in their capitol, leaving the other still unknown regiment to wander, while our army sieges their capitol. There were a few naval skirmishes, because of our very tight financial situation we were not able to fund the naval supplies, and 2 of our ships were lost. Then out of the fog of war, Venezuela begins siege on Santa Domingo with its only regiment, now known to be cavalry.

v2_18.jpg

The Secretary of War has ordered a full mobilization of the population, yielding a mighty 1 regiment of farmers! Now with their only regiment in sight, The commanding officer in Venezuela decides to split his troops to begin sieging multiple provinces at once. Leon Laleau, the nations finest general takes personal command of the mobilized farmers, and orders a march to La Vega to dig in the mountains.

v2_19.jpg

The situation is looking manageable, but Leon Laleau and his sturdy farmers must somehow prevent the Venezuelan Cavalry from marching past Le Vega.

Meanwhile, the nation has discovered its first major technology shortly into the year 1840...

v2_20.jpg

The immediate effect is non existent, but the coming innovations should prove worth it.

Then as Santa Domingo falls, we are interrupted with some fearful news;

v2_21.jpg

Venezuela intends to annex us. We will show them. Leon Laleau calls to the peasant farmers to defend their freedom once more! They hear his call and chant a fierce war cry off the mountain as the steadfast Venezuelan Cavalry approach La Vega. Supplies were doubled temporarily to ensure a high level of morale for the troops during these critical moments.

v2_22.jpg

A violent battle ensues, and in the confusion Leon Laleau forgot to call upon his stenographers to record the battle. But in the end, the farmers held the mountain and did massive damage to the Venezuelans morale. Meanwhile, in the southern campaign the sieges are going on unopposed, and progressing nicely.

Then in a daring counter attack, Leon Laleau rallies the farmers to march on Santa Domingo to cut off and destroy the Venezuelan Cavalry. Its a success. The enemy find themselves outmaneuvered and give up the fight without many casualties, leaving General Laleau to siege Santa Domingo.

v2_24.jpg

The war it seems has been won, but it still is not over. The cost has been great, the nations once rich treasury is now depleted and they are forced to take loans and make budgetary concessions.

v2_23.jpg

Meanwhile, as the sieges continue we are blessed with one of our first discoveries. Many more will soon follow...

v2_25.jpg

Then as the siege of La Vega is complete, the Secretary of War decides to demobilize the hearty farmers and let them go back to tending the fields now that the war seems in hand.

v2_27.jpg

With the Haitian army still going on unopposed in the southern campaign, there is little hope for Venezuela to avoid defeat.

Also with the war nearing completion the national stockpile spending has been reduced significantly, and the budget surplus has been enough to pay off the war debt before a formal peace treaty is even signed.

v2_28.jpg

The nations education and administration spending has suffered for a little more then a year, but the newly added provinces should more than make up for it.

Finally under pressure from the Haitian government, the Venezuelans concede to their demands.

v2_29.jpg

Peace is made with their entire alliance, and the region of Venezuelan Zulia is gained.

v2_30.jpg

With that, our national production is now at least partially diversified. The budget also soars, administration and education spending are restored to acceptable levels. Haiti is no longer a 1 state province, so annexation will now require two wars, making survival much more likely in the future.

Other than that, looking interesting. :) Nice choice of country and I like the style of presentation.

Subscribed. This looks interesting for sure. :D

Thanks. Haiti is naturally a fairly boring nation to play, so I intend to spice things up a bit.

Thank you! I had forgotten about the image limit. Is there any consideration for the sizes of them? Most of my images are only around 20kb, so its still not a heavy bandwidth page to browse at all. I've already played up to chapter 5 or so, and have a bunch of screenshots awaiting an update, but I might have to divide the chapters up more to stay within the 20 per limit.

Image size doesn't matter unfortunately, for the sake of simplicity.

If you end up dividing parts like that, remember that you can't just post them at the same time. Any posts made within an hour of each other count as one update for this purpose.

If you have any further questions feel free to PM me, no need to clutter this thread further. :)

Chapter 3: The North Andean Insurrection

So as the last chapter came to an end in the spring of 1841, the mighty Haitian army had just acquired a new region, Venezuelan Zulia for the motherland. There was Coffee, Beef, and Wood to be had in the new region, a nice boon to the economy. We also liberated many of our Afro Caribeno brethren from the evil North Andeans of Venezuela.

As you might have also noticed, the nations research and development is progressing nicely, at 6.60 gain per day, considerably higher than we began with. The literacy rate is also improving, up to 9.7%, and the budget has never been so easily managed in all of Haiti's brief history.

Then as everything seems calm, we get quickly briefed over a new proposal;

v2_31.jpg

And have decided that, Yes, of course! we shall implement this fine idea.

Then before we can even blink, some problems with the North Andeans.

v2_32.jpg

The policy stands. We will continue to do anything to assist our long oppressed brethren in Haitian Zulia.

Now whats this? The North Andean resistance? Opposition to our rule?

v2_33.jpg

We must shut it down, but allow farmers to keep their money. Any institution within our nation that threatens our nation cannot continue to exist, but we are not trying to encourage a civil war.

Then as tensions continue to rise, an officer of the Haitian army stationed in Zulia has been insulted.

v2_34.jpg

After the minor assault, the officer is reprimanded, the government cannot risk a massive public backlash.

Then as if provoked, the North Andeans mount an uprising...

v2_35.jpg

They are promptly dispersed. Killing our own citizens, even if they are not within our culture groups is a last resort...

v2_36.jpg

Except if the opportunity presents itself to kill some of the most violent ones, while lowering overall militancy...

Then another opportunity presents itself.

v2_37.jpg

The Haitian curricula must be enforced, this way we can help the poor North Andeans assimilate to our fine and proud culture even faster.

Then after enforcing the previous edict, we are once again bothered with the issue of buying military goods from only accepted cultures.

v2_38.jpg

The policy stands once more. As already stated it is an integral part of our assimilation program so we must favor our own cultures.

Then in the waning months of 1842 the North Andean rebellions subsided temporarily. They have finally realized that their Haitian overlords are too powerful to overcome.

As January 1843 comes to fruition, the nation is becoming calmer and more profitable. We have some liberals growing in our upper house, probably mostly due to our new state, but also because of the rising trends of society. After our initial reform years ago the upper house has been dominated by the conservatives, but with the addition of our new state, the liberals have increased their share up to 22%.

Also the budget is doing well as mentioned and here is a closer look, January 1, 1843.

v2_39.jpg

We have been able to decrease our massive tariff slightly, to help the citizens. Also, the administration efficiency is finally almost where we want it as well. Things are looking bright for the once desperate nation of Haiti.

Thanks! Thats partly why I picked them, to give a unique AAR displaying my strategies for expanding an almost hopeless nation.

Chapter 4: The Second Haitian-Venezuelan War

Shortly after progressing into the year 1843, the young Haitian government has discovered its second major technology;

v2_40.jpg

With this new major technology, our research point gain is increased to over 10 per day! More than double what we began with only 7 years ago.

And now with the Venezuelan Uprising subsiding, we decide to suppress the North Andeans even more, hoping this will all just come to an end.

v2_41.jpg

You might have noticed some Gran Colombian nationalist and Jacobin rebels gaining support as well. We will deal with them later.

Administration efficiency has reached 100% in Hispaniola, and the treasury has almost reached 3k.

v2_42.jpg

We continue to make gains in both research and economics, and decide that because of our newly acquired overseas province it would be in our best interest to build a naval base.

Then just as we thought the North Andean Insurrection was over, we hear news of some foreign support brewing...

v2_43.jpg

Secret Police to the rescue! We don't like the greedy USA anyways, with their whole "Manifest Destiny" stance on new world expansion.

Plus if anyone is likely to include us in their sphere of influence, it would most likely be them, and we don't want that. It would absolutely destroy our tariff income and also bankrupt almost all of our artisans, sending us back to the stone age of budgetary concessions. Not to mention we do not need to be protected, we yield some of the fiercest soldiers on earth, as will be displayed in the coming years...

Another small uprising occurs in the summer of 1844, but it was barely worthy of notice.

By September 15, 1844 we have discovered our third major technology;

v2_44.jpg

The immediate effect isn't much, but with a little luck we could increase our standing significantly in the world with new discoveries branching from this.

Almost nothing worthy of notice happens in 1845, except some minor discoveries and a steadily growing contingent of clergymen. The liberals have slightly lost their share in the upper house, down to 19%, with the conservatives dominating still.

The early months of 1846 were quiet as well, but soon the truce with Venezuela would be over, and on March 23, the Haitian government would again begin to manufacture a justification for Venezuelan territory.

v2_45.jpg

The Venezuelan's, devoid of the Zulia region, could no longer field even 1 regiment. They were ripe for the taking, and it would not take a shrewd diplomat to realize this.

v2_46.jpg

Then only days into April, we have been discovered, giving a nasty 9.9 infamy.

We are also informed of some heretic preachers, and must do something about it.

v2_47.jpg

So we get rid of the worst troublemakers, rather than penalize all of the very important clergymen.

Then as we had almost forgotten our troubles with the North Andeans, we receive grave news;

v2_48.jpg

A young boy was killed by Haitian Police, trying disperse a crowd attempting to hold a public meeting. Fearful of public backlash, we decide to conduct a thorough investigation of the matter.

By November 18, 1846, we have made our 4th major discovery;

v2_49.jpg

Increasing our odds of making important cultural developments before other countries do, making our prestige and rank in the world rise.

Then, in early 1847 we have manufactured the proper documents for a declaration of war to acquire Bolivar from the Venezuelans. Once again Ecuador and USCA are defending them, but upon a declaration of war, neither answer Venezuela's call.

So its mono y mono and Venezuela has 0 regiments, making this a dreadfully boring war.

v2_51.jpg

As the war and unopposed sieges rage on we are blessed with a very nice discovery;

v2_52.jpg

Realist Literature, and soon others will follow, continuing to boost our plurality and prestige.

By July of 1847, the sieges continue to go on, and we have discovered our fifth major technology;

v2_53.jpg

With the war raging on and increased spending in the educational department, the budget is failing to remain positive without intervention. We needed to increase our RGO output or we would have been forced to make some budget adjustments before long, so this is fantastic news.

Not long after that we receive more great news; Venezuela is willing to give us Bolivar in exchange for peace.

v2_55.jpg

We accept.

v2_56.jpg

So with 1847 coming to an end, the Haitians once again improve their standing by gaining more territory and citizens. More Afro Caribeno's were liberated, and things are looking bright for the Haitians. Diplomacy has began with Brazil to try and get an alliance or at least military access to make continued expansion easier.

Unfortunately Russia is friendly with Colombia or they would probably be targeted soon. USA is sphering USCA and some of China, but is also friendly with some surrounding nations, so diplomatic moves must be very carefully calculated.

Haiti... Conquering... Venezuela...

/brainsplode

haha, thanks! Most of those little countries aren't too hard to conquer, so long as nobody else intervenes.

Wow -- this is a very gutsy, but so far very successful, AAR! I can't wait to see what you do next.

Thanks! I doubt I'll reach all the goals, as already stated, but we'll see how close I get. So far not too bad.

Haitiflag.jpg

Chapter 5: Growing Pains

With the addition of Bolivar, Haiti had magnificent gains in the economic sector. The budget continued to grow, the tariff rate was slowly lowered to allow the citizens to meet their daily needs. Despite lowering the percentage, the actual tariff income was maintaining or even increasing because more goods were being imported. With this, the education funding continued and research made great progress.

Then we were bothered with something about North Andean history...

v2_57.jpg

A historian has published a book, and so we pressure the local government to stop it. At this point we don't have any craftsmen or clerks anyways so the result is non consequential.

Not long afterwards we are blessed with our sixth major discovery;

v2_58.jpg

Now this is where we really start to make gains. Until now we have been quite inefficient at promoting education. Every development in this category will perpetuate our campaign to promote literacy, which is still dreadfully low.

Taking a closer look at our revolt risk is a bit daunting...

v2_59.jpg

The Venezuelans aren't much of a threat, though they are becoming quite radical. We suppress them again nevertheless. The 86k Gran Colombian Nationalist are what is scary. Not sure whether we should suppress the Suffrage Movement or not. We want them to have increased radicalism, but they are a small enough group still that we don't want to stomp them out.

Then as diplomacy continues, we reach an important milestone; we have achieved 200 relations with Brazil. So we look for alliances, they say impossible, despite only being allied to Chile. So we look for military access...

v2_60.jpg

Not good. It fails, diplomacy continues but it is still unsuccessful.

Then in the summer of 1849, we have discovered another important technology, this being our seventh;

v2_61.jpg

Another massive boon to our literacy policy! We are now even more efficient educating our citizens.

There are more disputes over whether we should prefer to buy our military supplies from accepted cultures, more problems in the schools, and problems with heretic clergymen over the next year and a half.

Then in May of 1851 we are presented with another decision...

v2_62.jpg

And once again the Haitian curricula is enforced. We need to assimilate these North Andeans as quickly as possible.

A day later it finally reaches a boiling point...

v2_63.jpg

The die has been cast... leaders of the North Andean community demand independence.

A few days later, even more bad news...

v2_64.jpg

The Angostura School Strike of 1851 is in full swing, and we can only respond by saying "Verb forms, sweetie. They are the keys to success". Inciting even more hatred and consciousness of the situation.

And with the increase in militancy, the upper house is now willing to make a political reform;

v2_65.jpg

We have now enacted Gerrymandering.

Gotta love how you can feel the tension in domestic and foreign matters alike.

Superb AAR.

Thank you very much!

Gotta love how you can feel the tension in domestic and foreign matters alike.

Thanks! There is quite some tension, and it'll only continue!

Haitiflag.jpg

Chapter 6: The Third Haitian-Venezuelan War

So with the new political reform selected, Haiti is only one reform away from transforming into a democracy. This is what we've wanted all along, so we can get rid of this dreadful Presidential Dictatorship, and its horrible policies. Anyhow it seems with the new political reforms and the educational policy that the North Andean uprisings are calming down indeed.

Early in the summer of 1851 we have received some great news;

v2_66.jpg

Yet another major technology that will increase our education efficiency! Progress is really steaming ahead now as we continue to focus on promoting clergymen as well.

And even more great news!

v2_67.jpg

Another magnificent discovery increasing our prestige significantly, raising our rank in the world.

As diplomacy continues with Brazil we get even more fantastic news;

v2_68.jpg

Brazil will allow us to move our troops freely within their borders. We are dear friends now, and hope to get a military alliance going soon.

Beer halls were full as people rejoiced, this has been a great few years as Haiti progresses. Then as things began to get a little too happy and joyous, we decide to darken the mood with a little justification for war;

v2_69.jpg

Our truce is over with Venezuela and they are our only easy target at the moment. They intended to annex us years before in the First Haitian-Venezuelan War, and now we will do the same to them. They have no allies and this should be quick and painless for the fledgling Venezuelan government.

v2_70.jpg

We are caught rather quickly to no avail. Our infamy is still safely below the limit, leaving us to do our bidding without intervention. Venezuela starts to realize the inevitability of their demise.

Then in a seemingly last ditch effort the aristocrats of Bolivar incite the peasantry to take up arms...

v2_71.jpg

In a somewhat questionable decision, we end up crushing the revolters, killing many aristocrats and infuriating those left behind.

And then there is this interesting article;

v2_72.jpg

Venezuela is coming right for us! Something must be done at once!

So when the justification is complete we declare war with haste.

v2_74.jpg

It is an easy objective. Siege and siege some more. No battles will be fought.

Meanwhile, the pesky aristocrats decide to incite the peasantry once more. This time we decide that we cannot be provoked by this drivel, at least not during war.

Then some sieges are complete, the troops are re-organized to complete the sieges as soon as possible.

v2_76.jpg

While the sieges continue, we are interrupted by the Minister of Foreign Affairs;

v2_77.jpg

The United Kingdom request military access. We reluctantly accept, but demand an explanation;

v2_78.jpg

Whats this? Haha. United Kingdom is demanding Hawaii. This should bode well for us in the long run, as two super powers destroy each other. They are usually pretty hard headed about giving up until their main army destroyed and half their provinces occupied, so I would imagine we'll end up with a wounded USA. We will monitor the situation closely.

As the war still rages on we have made another fine discovery;

v2_79.jpg

This is all important as it allows the discovery of Darwinism, the key to turning a backwards illiterate nation around.

Then in April 1854 we have concluded all sieges, and the Venezuelans are willing to give into our demands.

v2_80.jpg

We have now completely annexed Venezuela.

v2_81.jpg

With that we have also now become a secondary power, giving us increased prestige, research, and the ability to colonize. It is a fine day for all Haitians, as they rejoice in yet another proud moment in their short history.

How have you been able to manage your infamy so effectively? Annexing Venezuela in three wars while still staying under the infamy limit is quite a feat with AHD.

Well I got lucky in the first war. I only got 4.7 infamy, by the time I was ready to declare war again I think I had 0 infamy or very close. Then i got 9.9 from the second one, and it was burned down to around 3 or 4 by the time I declared war the 3rd time. I got 18 from that, putting me at about 22 pre-war. I burned it down pretty good before war was even declared. All of my wars except the first one were very brief though, so I was getting the .1 reduction almost always. Sitting at 19 something now, it'll be awhile before we have more aggressive wars.
