In regards to the concerns raised by the Foreign Office of the United Kingdom of Great Britain and Ireland, Her Majesty's Government states that it is our belief that if the great powers of Europe fall decisively behind a single candidate, the other parties shall be dissuaded from their struggles for power and pressured into accepting peace. The best solution to the crisis in France would be an inter-party agreement mediated by the international community. Thus would we avert a prolonged, catastrophic civil war. If we, the European community, select a single party and funnel all our diplomatic and material support behind them, they should inevitably rise above their competitors and so bring about a swift conclusion to the conflict.
Her Majesty's Government is pleased by the support proffered by His Majesty, the King of Spain, and would dispatch a representative to attend a congress held in Madrid or in any other European locality.
