Her Majesty's Government must protest against the present conflict. It is the opinion of the Council of Ministers that defensive alliances are intended to deter wars, not exacerbate them. The Atlantic Defence and Economic Network suggested in principle a defensive union for mutual support and cooperation. Presently, it is being employed as a rubber-stamp for rabid aggression. The Ottoman Empire did not threaten the Kingdom of Italy; she did not lay claim to her territory or subvert her sovereignty. On the contrary, the Kingdom of Italy assaulted the Ottoman Empire to annex a province which was last in her possession more than a thousand years ago. Why can the Kingdom of Italy not execute this conflict on her own accord, when it concerns only her own interests and poses no relevance to the greater members of this community?
Her Majesty's Government sees now that the Treaty of Brest was principally flawed in its first clause: specifically, that it mandated the assistance of treaty members in war even when the assisted treaty member initiated the conflict. Naturally, it was the responsibility of the previous government to review this treaty, and we accept responsibility for their oversight. We must ask the Council of the Network to convene amend the treaty, so that support is required only in the event of a defensive war. Otherwise, the Kingdom of the Netherlands cannot support, morally or financially, wars of conquest, and shall be forced to withdraw from this confederation.
