"First of all, I am more than glad to be delivering this speech here, in the chamber of our brand new Palace of Congress. Praise is due to Eng. Krause for his successful efforts on urban improvement. Now Buenos Aires is much closer to achieve it's rightful place among the world's most important metropolis, both in size and in majesty.

The news coming from Brazil are most disturbing. We are relieved that the President Rodrigues Alves was able to leave Rio de Janeiro and relocate in Sao Paulo. The activities of these illegal revolters are most harmful to the fellow Republic, and from here we offer all the assistance that can be provided, to safeguard the peace in our northern friend.



The new Parliament


We must also praise the conservationist efforts underway in the United States, sites of majestic natural beauty should be protected for the enjoyment of future generations.

However, the recent developments in Europe are most disturbing; the reckless actions that led to the blocking of both the Bosphorus and the Suez shall have repercussions to trade world wide, us included. In the midst of such escalation, we maintain our neutrality, which doesn't mean that the well being of our citizens abroad shall be neglected, on the contrary, we will do the upmost to safeguard them.

Trade is always welcomed, and we are more than glad to have achieved agreements with both the Kingdom of Spain and the Kingdom of the Netherlands.

Regarding the upcoming elections, it is most appreciated that a general consensus has been found amongst ourselves on the figure of Pellegrini as the next President of the Republic. He is skilled enough to steer the nation out of the recent troubled times and to move the nation forward to greatness; already it seems that the nation's mood is calming down, and I will be more than glad to pass the sash and baton to my successor on October 12th.

However, there is still much to be done until then. During the year, special initiatives regarding the expansion of education, and the development of our naval industry will be presented during the year. Since the war in Europe is compromising most of the globe's naval facilities, the development of our domestic ones is a necesity, and it opens yet another venue for business."

OOC: In case I missed it, when is the deadline for 1904's orders?
 
The French government will await the conclusion of the official inquiry, but Admiral Frimonon and Vice Admiral Fou, the former as the commander in charge of the French squadron who let the German fleet escape, and then chased them into the Suez, and the latter as the commander of the French squadron who ordered the French ships to move through the Bosphorus, have both been relieved of their commands, pending the conclusion of the process.

The British Empire may send representatives to oversee the process, and it may present evidence that they may have gathered to help to make a reconstitution of the scene.

The French Government has also received evidence, concerning the incidents in the Bosphorus straits, that there were no signs of struggle in the forts guarding the coastal batteries prior to the arrival of Ottoman reinforcements, and that German ships were allowed to come ashore in the Bosphorus without any kind of challenge, unloading a small detachment of gunners, which could never, in any realistic way, have managed to take possession of the very well defended coastal batteries.
We are thus led to conclude that there must have been some sort of cooperation between the Ottomans and the Germans to circumvent the terms of the treaty signed between the Ottoman Empire and the British Empire, and we feel bound to notify the British government of the fact. We also note the willingness of the German government to sacrifice some pawns to strike a blow against the French fleet, in a most dishonorable way.

The German Government and the German Nation officially condemn the French act of agression in neutral, international waters. Should the French fail to bring those responsible to justice, Germany will be glad to do so - with French consent, or without it.

Further, Germany offers to reach the United Kingdom a hand in friendship, to help repair the damage inflicted by the French attack, and to return the bodies of the dead German sailors to Germany, so that their relatives might find some rest.

The world is at peril, the conflict that was brewed in Asia has converted itself into a Great War raving through all the world. We interfered into Korea with the hopes of avoiding greater bloodshed. Yet, Germany, in their thirst of land, industry and people not only declared on sacred Russia, but also dragged it's allies into it. We offered them plenty of times peace offer that would avoid victory or defeat to both countries. As stated, several times before, Germany will stop at nothing to shape Europe, and the world, at their will. By now millions have perished or left crippled for the dreams of their mad Kaiser, justice will come to him, is matter of time.

To King Carol I of Romania, we urge them to stop this madness before is too late, because after blood is spilled, our people won't accept a mere white peace. So this is a one time offer to Kingdom of Romania, a white peace with status ante bellum, or war.

On the military side. Though we have retired a great number of our conscripts from the front-line, they are being trained to transform our army into a well oiled cohesive machine of war. It took us time, but this war has helped the Russian Army to modernize itself, developing new strategy, tactics and weapons. By now we are considered the 3rd most modern and advanced army in the planet, a great leap from what our army was in 1900. From an army composed of farmers, workers and students, we have created a modern army composed of soldiers. Hear me my citizens, if we accomplished everything we done up to now with conscripts, imagine what we will do with fully trained soldiers.
 
The French Republic is willing to allow Germany to arrange for the transportation of the bodies of German sailors who died in the Suez and the Bosphorus, in exchange for allowing French ships to rescue the dead French sailors's bodies, and is available to establish a neutral sea-zone in an 20km radius from the Bosphorus and the Suez canal, so that they can be cleared without risk of bombardment or other forms of attack.
 
The next nation to battle in and around the Suez is going to be at war with the British Empire without a second allowed to send any diplomatic excuses.
 
As King of Spain, I would like to announce that, following the naval controversies that took place in the Suez and the Bosporus, Spanish territorial waters will be guarded heavily by the Spanish Navy. If either belligerent side of this war fails to recognize our dominance over these waters - off the coast of Spain itself, our colonial possessions, and the Balearic Islands - steps will be taken to ensure that these mistakes to do not happen again. Spanish warships will open fire should our waters be trespassed by foreign naval vessels, whether or not the nation these ships belong to is engaged in warfare on the continent of Europe. Our neutrality will not be threatened by a simple war that is happening on this continent.

I would prefer if the United Kingdom refrained from allowing warships of belligerent nations from entering the Mediterranean through the Strait of Gibraltar, seeing as how it is very close to Spanish territorial waters and coastline, though how the United Kingdom deals with this is entirely up to them.

While i can tell the Proud People of Greece that our war is close to over, and that we have driven the Italian troops out of Albania, i also have to make a apology once again. The Road Construction Project, which was referred to as slavery , in Greek and International media has been badly misunderstood by the local officials. Our goal was not to the reinstitution of slavery, as some claim, but rather a project to get the people of Macedonia back to work. The region had been badly damaged by the measures taken by the Ottoman Empire, once they retreated from said region. Thus it was chosen, that in the true sense of the word, we had to "pave the road" for the redevelopment of the area, for which a program has already been designed.
On the International stage we hope that the Italian King will finaly be willing to sign a peace agreement. While we are saddened at the lack of trust for our government by the North-Epirotes, this is understandable, as i would have similar concerns, if i lived in said region, however due to the Treaty we set up with the local government, the way is free for a possible future eonosis and no further bloodshed between Greeks.
The outbreak of even more war and especially the damage done to International Trade is a saddening development, and we see this war as highly unnecessary, when the German Empire intervened in the Russo-Japanese war over influence on Korea, this was already a unnecessary escalation, but now that this has come to an end, the French Republic has joined and so did the German Empire's Allies. This is a bloodshed started by a war without a goal, and we hope that the Kingdom of Greece will not be sucked into this Spiral of Violence and War.

There have been many nights of debates, arguments, experts called in and consultation with allies. The situation with the Suez was obviously intolerable and requires a very harsh response. We allowed time for each nation to provide their official response and we have been perhaps too calm thus far in this crisis. Calm was required however to make sure the right approach is decided for long term needs. This was a very hard decision to make but the worlds events have led us to this.

The British Empire has considered the German actions in and around the Suez to be an attack upon the British Empire. We believe that their actions were such that they hoped to draw the French into a war as well as get the French to attack into the Suez. The French were foolish enough to do so and will pay their share of fixing the Suez but they were not the masterminds or the drivers of this evil deed. German ships could have fled to other ports or lands or taken other actions to not allow the French to catch up. German actions regarding the Ottoman Empire and the Bosporus seem also set on trying to get the Ottomans into the war on their side. Truly the Germans are bold and masterful at trying to manipulate diplomatic events to suite their needs, though absent Bismarck they are fallen just short.

As such the British Empire has considered itself attacked by the German Empire and a state of war is recognized between our 2 people. We are calling for a Full mobilization of the Empire and calling upon our allies to join us in this righteous cause. We will be dispatching the Royal Navy to enforce blockades and will sweep the seas and oceans clean of enemy forces. The Dominions are being called upon to help us in this dark hour as the lights go out all over Europe.
 
The people of China request that in this time of global conflict every nation resists the urge to attack European concessions on Chinese soil. Such an act will be taken as a declaration of war against China itself.
 
We welcome the entry of the United Kingdom into the war, to contain the mad ambition of Kaiser Wilhelm- With their power on our side, I believe in complete triumph for our forces. We are willing to listen to German surrender proposals, but, if Germany forces us to commit more lives to this ridiculous war for which they bear full responsibility, we will have to factor that into account in the negotiations.

We subscribe the notion that warfare should not be spread to the European concessions on Chinese soil, but ask China to immediately end the occupation of the Russian concessions in China, either allowing a neutral party to administer them or returning them to Russia, if they want to show coherence between what they say and what they do.

We would also request that the warring parties continue to respect neutral trade and shipping.
