The Japanese Empire of the East is discouraged at the breakout of warfare between the Qing and the French, as it is an area very close to home. However, we also understand that sometimes conflicts erupt between two neighboring nations, and that sometimes the best way to sollve these disputes is through blood and iron. That being said, the Japanese Empire of the East hpes that a peace treaty between all belligerent parties can be signed, and that peace can once again reign in the Pacific.

The United States of America

The continued war between the German and Russian Empires will hopefully soon draw to a close, much blood has been spilled such that the bickering of emperors may be appeased. The United States would like to offer its services as a mediator, such that a peace can be achieved without further loss of life.

The United States is upset with the current state affairs that exist between China and France. We consider the French demands to be in violation of the Open Door Policy supported by not only the United States, but also our ally the United Kingdom. We are amused that the French would consider attacking a nation that has yet to violate its agreements, instead of aiding its ally against a nation that has threatened its ally's capital. Such warfare is unconducive to not only peace, but also stability and commerce. Which are threatened by the current civil war, a situation that would be exacerbated by the demands for the severe and excessive limitations on the Chinese Armed Forces as demanded in the French ultimatum.
 
After full consideration of the facts, consultation with advisers and experts, the UK has decided to Open the Suez to all nations warships again. There has been a general spread of conflict while at the same time the original war that caused the initial closings has ended. In an attempt to relax tensions around the world we are carrying out this new policy. Though the right is obviously reserved to change policy if events again force our hand, we are hoping that this gesture will lead to some relaxation of tensions between nations. It would be simply impractical to limit all warships from nations that are war from the canal and the Russio-Japan war has seen a negotiated peace.

It is also our hope that an attempt is made at negotiations between France and the Qing to prevent more bloodshed. Talks can prove beneficial or effective from time to time and there has been enough war in the far east recently. The British Empire of course has interests in Asia and we would prefer to see talks rather than conflict there. Neither France nor the Qing should be positioning themselves to take lands controlled by the other regardless of tensions.

It seems to the Canadian government that the nation of Germany, already firmly stuck in a pointless confrontation with a Casus Belli that makes next to no sense, is steadily following a path of militarizing and mobilizing all of Europe so that eventually it may be plunged into a world-scale conflict. The Balkans are already quite the powder keg, and perhaps the Kaiser should not stir them up any more, or he might find even more German blood spilled in pointless wars.
 
There is one last important note to add about the life of Queen of the United Kingdom and Empress of India. Queen Victoria took care to make sure one last important act would come about as a result of her rule. As other preparations have been undertaken to secure stability in Asia and to avoid war during this vital period we are now ready to make the announcement public. Though there has been some rumor spreading recently about this, we take hope that any such 'fact' will be ignored and only the truth of this act be known.

The lands of India are being granted full Dominion status. As the world changes and as technology enriches our lives it is only right and proper that the British Empire adjusts to the times. Careful preparation was undertaken and has born great fruit as the hand off has been accomplished carefully and in as much secrecy as was required to avert risk of foreign trouble possible intervening. King Edward VII has retained the crown as Emperor of India and there has been no opposition to this measure and we are certain the situation will be as beneficial as that with Canada and Australia has been.

Though we have greater problems in numbers we have been able to set up a plan for India to follow to select their parliament similar to Canada and Australia. The experience past in this type of process has been highly beneficial here. Burma has been kept as a colony and Ceylon is being maintained as a colony as well. We look forward to cooperation as part of the Commonwealth and a long brotherhood with the new Dominion.

The peoples of India thank the great Queen-Empress Victoria for her final gift to our newborn nation. Truly, this women that had previously done so much for us, has given us a magnificent blessing. We shall forever remember her, the mother of our nation, and hold her dear in our hearts. We should also thank the British Government for their help in ensuring Victoria's wishes came about, and we send our best wishes and expressions of loyalty to the King-Emperor Edward. Though he may be grieving over the loss of his mother and worried by the new burdens placed upon him, he may always count on one thing, that India shall not forget all that the Monarchy has done for us.

Now that the proper organisations have been set up, and their logistical requirements fulfilled, India may experience her first elections as an independent nation. Many parties have set up in the short time since we gained our independence, and it is encouraging that already, our nation is taking so eagerly to a civilised and enlightened style of Government. The nation has been divided into states, and within these states into constituencies, each worth a certain number of seats in the House of Commons, depending on its population. The total number of seats in the Commons is 1,000, with 501 being required for the majority needed to form a Government. The House of Lords is composed in the same way as the British House of Lords, comprising the highest ranking judges, religious leaders and peers.

With many parties entering into the elections, it is clear that elections will be fiercely contested. Whilst the Indian National Party is the clear favourite in these elections, strong results are also expected from the Indian Royalist Party and the Muslim League of India. Various fringe parties also stand to gain seats, with the Nationalist Party of India, a more extreme breakaway group of the Indian National Party, seeing strong support from more radical elements of society. Others, such as the Liberal Party, Land League and Socialist parties are looking to gain votes. Finally, although unlikely to have a major impact on their own, local parties are strong favourites in some areas, and could be potential King makers if a coalition is needed.



With results now in, there is a clear majority for the Indian National Party, who, in an expected result, have won a majority of seats, constituencies and states. The Indian Royalist Party, strong in areas long held by the British have gained the second most votes, with the Muslim League of India coming a close third. Surprise results have come from the Kutch Local Party, the only local party to gain seats, and from the Christian Party of India, who gained several seats. Meanwhile, the Nationalist Party of India has suffered from its break with the National Party, and extremist parties such as Fascists, Communists and Socialists have gained no seats.

"Nothing great, nothing stable and lasting is achieved by the peoples of the world, without hard and painful sacrifice, particularly when dealing with the freedom of men. The hard tests that the Argentine Republic has endured shouldn't surprise us when we see all that we have achieved in half a century of National life. Fortunately, the Army and Navy represent the integrity and safeguard of the motherland, both in it's borders and in it's internal order; we have an exemplary military, modeled by abnegation, brave in combat, truth and faithful to it's flag, and forever dislodged to the movement of political parties, showing incredible force in the defense of the people and the Republic.

We are still the sketch of a great Nation, but in order to complete the picture with full detail it is necessary to move on along the path of a Nation's regular life; meaning that we need lasting peace, steady order and permanent freedom. And in that spirit, I state this so it's heard throughout the Nation, that I will use all the tools and resources granted by the Constitution to avoid, suppress and repress any attempt against public order. In any point of the national territory where a fratricidal arm raises against a fellow Argentine, there I will be with the full force of the Executive to avoid it. I hope that this will not be necessary, as no arm is strong enough to stop the march of progress through the crime that is Civil War.

On the contrary, the civil liberties and rights of the citizen will be religiously respected. The political parties, provided that they act within the boundaries of law, can be rest assured that their actions won't be suppressed by the Government. Through the wide doors of the Constitution, all parties and noble ambitions may enter.

To finish, I am happy to know that there isn't a single Argentine who doesn't know that the secret of prosperity lays in the conservation of peace and the absolute obedience of the Constitution, and that we need no superman to have a honest and progressive Administration."

His Majesty's Government, recently elected to the Governance of India is pleased to announce the creation of the Indian Armed Forces. The armed forces shall be split into 2 branches, the Royal Indian Navy, which shall contain the Royal Indian Marines and serve as the maritime arm of our strength, and the Imperial Indian Army, which shall serve our nation on land.

In the British Parliament, the ruling Conservative Party announced a slight liberalization of the countries economic policies, resulting in a boom of economic activity, with new, smaller businesses being founded in the streets of London and other major cities, offering more competition and a general expansion of the economy. A massive Infrastructure investment around the country helps tie the small island nation closer together. With new lines being open up for freight services, passenger services became much more fluid and available, with rates being cut down. Many citizen's opinion of the British Government improves, bolstering the Conservative Party's already substantial favourability ratings. A call by the British Government to use soldiers to help construct more roads and railways in the nation goes out. Thousands sign up, but they are redirected to help the construction of several factories instead of new railroads. In London, the British Government signs the Treaty of Anglo-American Co-Operation, along with representatives of the other nations. The British Navy sends some of their own ships to the British Dominions of Canada and Australia. British Shipyards are sent into business as the United Kingdom agrees to help fund new ships for both nations. The first shipyard offers the British Government a reduced rate, and the ability to construct a new ship. Admiral Sir John Fisher, First Sea Lord of the Board of Admiralty, takes this opportunity to try and test out one of his new designs. This new, "Super-Ship" had an enormous armament, and was hailed as a ground-breaking advancement in naval technology. The British Empire had once again claimed her place as the foremost naval power. A programme to try and help more students attend universities though loans fails in the Parliament, with MPs from all parties speaking out against such an idea.

New weapons are being sent to the French Army including grenades, rifles, machine guns, mobile and field artillery pieces. Secret memos from the French High Command are obtained by the Germans which show that the French are attempting to assault Alsace-Lorraine, and swarm into Germany. However, upon further digging, even more documents were found saying that the leak would be on purpose, and all of this was try to fool the German Empire into declaring war upon the French. Such underhanded tactics reflected badly on the French Republic, causing a reduced standing on the international scale. [-50 Prestige from France.]

A French convoy arrives in Arkhangelsk, dropping off much-needed supplies for the Russian Army. Although the shipment was big, it is only enough to sustain the country for the year, as the growing army size consumed more and more each day. However, pre-assembled industry and machines are shipped in and quickly assembled, giving Russia a small boost in manufacturing ability. [+5 Industry to Russia. -5,000 Gold from France.]

In the Black Sea, French ships are allowed through the German Blockade, seeing that they only contained food stuffs and non-war related material. However, when the French try to find a port to dock at, none are found, as the Germans destroyed all of them through coastal shelling. Running low on fuel, many of the convoy's ships lay stranded in the Black Sea, out of coal and unable to move. They ask the Germans for support, and they swiftly refuse. The French order the ships to be abandoned, but the Germans tow them to Bulgarian and Romanian ports, where the goods are unloaded, and the French Army Corps of Engineers is allowed passage from Romania into Russia. In several French shipyards, construction begins on a wide array of new ships, some of which are using new designs that came down from the highest levels of the French admiralty. These new designs are innovative and inventive, but still not as stunning as the new British design. Nevertheless, the introduction of this new ship into the French navy will greatly benefit their fighting capabilities. In Paris, an exhibition is held to attract international persons interested in developing heavier-than-air flight. The Wright Brothers of Kitty Hawk, North Carolina, attend this exhibition, hoping to gain ideas for their flier. Although the overall convention was a bust, the Wright Brothers returned to North Carolina to test out some new ideas, which ultimately lead to the first heavier-than-air flight in Human History, lasting only a few seconds, but still an accomplishment. Alberto Santos-Dumont, on the other hand, currently living in France, tries a design similar to the Wright Brother's, and clocking a flight lasting three seconds. King Alfonso XIII gives a speech outlining his plan for the nation to remain neutral in all conflicts in the future. He makes the case that this is the best course of action, and that anything else would be foolish for the weak Spanish state. [+1 Stability to Spain.]

A second attempt by the Spanish Parliament to reform the Spanish Tax system is successful, replacing the old code with a Progressive Tax system, where the richer pay more, while the less off pay less. The Spanish people accept this, and the smaller, working class likes the Spanish Monarchy more. [+1 Stability to Spain. +200 Base Income to Spain.]

Corrupt officials in Madrid, who were supposed to distribute food and clothes to the entire nation, take control of the stores and just use them for the city of Madrid. While the entire city loves the Government for this, many more citizens in other parts of the nation are deeply distrusting of the Government. [Madrid a stronghold for Monarchist support. Rest of the country dislikes the government.]

In the Netherlands, the government announces that a new infrastructure project was to be undertaken, constructing telegraph wires alongside the old ones to try and better improve the speed of communications in the nation. [+1 Infrastructure to the Netherlands in 1 turn.]

Relations between Belgium and the Netherlands being to warm once more as the Netherlands began to offer Belgium new deals in terms of trade routes and sharing telegraph and railroad lines.

In Germany, the strikers at several factories are finally put back to work after some of the owners offered even better working conditions. The strikes find that they have some of the best jobs in the world, and many of the workers that did not strike, work harder because of their new benefits. The German High Command, meeting after some battles on the Russian Front, discuss new and improved tactics for the army. A new General Doctrine is created, one that utilizes Hutier tactics, Stoßtruppen supported by heavy artillery, the usage of personal machine guns and normal machine guns, as well as a new method of forming infantry. The Treaty of Sofia is signed by the German Empire, Danubian Federation, Romania, and Bulgaria. Countless officers flock to German Military Academies, bolstering their knowledge of the battlefield and ability to organize their armies. The four countries also enter into trading relations with each other. In Italy, while on a tour of South Italy to try and achieve unity, a South Italian separatist assassinated King Umberto I on June 18th, 1903. His son ascended to the throne, taking the name of King Victor Emmanuel III. This rapid change in governments causes a small destabilisation in the country. [-1 Stability from Italy.]

The Italian Army mobalises another round of soldiers to fight in Albania. A poor showing seems to show that the population no longer supports the war, and are getting weary of the Italian intervention. A large anti-war movement forms in Northern Italy of Anti-Imperialists and Socialists [+100,000 Conscripts to Italy.]

In the sea between Albania and Italy, several troop transports are struck by mines, sinking them, and killing many of the soldiers they were transporting, while the rest were sent back to the Italian mainland on the remaining transports and some lifeboats. The parts of Albania still under Italio-Albanian control quickly fall to a surge of Serbian soldiers. The Italians, battered from the war, retreat to the port town of Vlore where they can still get supplies and reinforcements. The Serbians, however, quickly announce that the combined Greco-Serbian forces had expanded from a new round of mobilisation. [+55,000 Conscripts to Greece. +45,000 Conscripts to Serbia.]

As the Greco-Serbian forces close in on Vlore, the surroundings are slowly taken, to moderate casualties from both sides. Fighting intensified as the Balkan forces approached Vlore, and the plans for a final assault were laid out by the Serbian forces, to take place on July 19th, 1903. The Italians tried their best to try and hold off the forces, but with reinforcements low, and their trenches being overrun by the Balkan forces, they decided to simply surrender the city of Vlore, for a guarantee that all the remaining Italian forces would be shipped back to Italy, free of harm. This rebuke of the Italian forces, but the Pyrrhic victory by the Balkan forces, makes another wave of Italian soldiers invading Albania seem like something the Balkan forces could not handle. As if almost a testament to this, a small revolution broke out in Belgrade, petitioning for the end of the war. The Army had to be called in, as the war-weary nation resented its government. The nations of Romania, Serbia, and Greece sign several trade agreements with each other, bring the nations closer together. [+100 Trade Balance to Romania (+100 Europe), +100 Trade Balance to Serbia (+100 Europe), +100 Trade Balance to Greece (+100 Europe).]

In Macedonia, the Greek Government forced the unemployed workers to work building roads. The international community, as well as the Greek population, were astounded by this. Greek forces capture King Ismail Qemail, where he is forced to abdicate the Albanian throne, officially dissolving the Kingdom of Albania and conceding his entire nation's territory to the Kingdom of Serbia, making it clear that the Greeks should get no land at all, as he was the King of all Albania, even if they spoke Greek. Many of the pro-Albanian Greeks decided to rebuke the Kingdom of Greece, and several of them banded together to create the Republic of Northern Epirus, independent from both Greece and Albania. In a surprising act, the Kingdom of Serbia recognized the new Republic, as well as King Qemail's last request,, annexing all of the land into Serbia.

Serbian administration spreads to all of Albania, except Northern Epirus, while the Serbian Government announced a bi-lingual approach to this area, supporting both Serbian and Albanian spoken. Even land that was supposed to be controlled by the Greeks were given Serbian governors. [+1 Stability to Serbia.]

In Bulgaria, the Government released money from the treasury to help rebuild Macedonia, first focusing on the farms and mines in the area, and them used the remaining money to help build new railways and roads inside the nation. In Sofia and the surrounding areas, the Bulgarian government launches a new initiative to help build more industry and streamline the factory life. Some laws are eased, and construction begins on the Government's dime. [-10,000 Gold from Bulgaria. +7 Industry to Bulgaria in 2 turns.]

A call for the Bulgarian Army to expand is rebuked by the Bulgarian High Command, and the measure is shelved for the year.

In Romania, the tax code is thrown out and re-written to benefit the tax-payer, but it removed many of the inefficiencies, making the tax payers happier and more money coming to the Government overall. [+150 Base Income to Romania.]

In Bucharest, King Carol I announces that the Government, using some of the countries own money, will sponsor and help the growth of industry of the nation as a whole. in Northern Romania, several new factories spring up using Government loans. Most of the loans come in, and the government announces they even made money from the construction of factories. [+5 Industry to Romania in 1 turn. +100 Gold to Romania.]

In the Danubian Federation, observers are sent to the German-Russian front to try and develop tactics and new military advantages over any potential enemy. They return with very promising news, outlining a new strategy for military assaults. [+2 Army Levels to the DF.]

In Vienna, Kaiser Franz Joseph I gives an inspiring speech to the nation, encouraging a new national unity behind the one flag, not one language or religion, but to defend a flag that have fought to establish, and to try and beat out foreign interests that want to break up their empire and make them weak. His message strikes many in the nation, as thousands rally to the flag of the Emperor and the Empire. Most discontent is squashed, as thousands of people begin to donate to try and being more industry to the nation, to try and become self-sufficient. In Budapest, a new railway is set for construction, but complications with the paperwork cause two new lines to be created, one leading into the city and the other leading out of the city, towards Slovakia. This bureaucratic quark was not expected, but the results were good. [+2 Infrastructure to the DF in 3 turns. -3,000 Gold from the DF.]

The Russian Empire, in what some called the greatest military blunders of a generation, removed thousands of soldiers from the front line to train for the regular army. The Russians hope that taking men off the front line and training them as regulars will better their chances against the Germans. A massive breakthrough in Russian technology is achieved, with Russian engineers reverse-engineering some of the captured German machine guns and using it for themselves. A new weapon is created, but the supply situation in Russia is so bad, that it cannot be used effectively. Estimates say that by the end of the year, the Russian Empire will only have supplies for 150,000 soldiers. This includes the ones already in active service. Unless a massive new bout of supplies entered into Russia in the first months of 1904, the Russian war effort would almost instantly collapse.

North America


The United States Naval Department announced that a new Fire Control System for the US navy was achieved, but all plans for its usage was shelved until 1905, due to an agreement with the current construction of the navy. [-10,000 Gold from the USA. +1 Naval Level to the USA in 3 turns.]

President Roosevelt signed in a new law, one of the first in the world, that specifically set aside federal lands for preservation as national parks, their natural beauty to be forever preserved for thousands of people to see, and generations to enjoy their beauty. Booker T. Washington, a prominent black leader, was invited to the White House by President Roosevelt in an attempt to work with Black Republicans in the South, to support him in his re-election bid. On the American side of Niagara Falls, President Roosevelt and Prime Minister Sir Wilfrid Laurier of Canada sign the treaty of Niagra Falls, bringing the two nations closer together in terms of trading. South America


In Brazil work continues to find the responsables for the dissapereance of the money sent by the USA time ago. Everyone in the aristocracy is searched from their homes, to their bank accounts aboard. Every clue lead to a dead end, until a big series of small amount of dollars were discovered to be sent to many local banks in small towns of Brazil. The banks, provided a small quantity of said bills to be checked by the American Embassy, and is confirmed that those were the ones sent by the American government to help the development of Brazil. Every method is used to track down the owner of said money, soon Pele Debutopibe, a clerk at one of the most prestigious banks of Brazil is found to be the owner of said money. He is soon trailed and sent to jail for corruption. Still is impossible that one middle clerk could be the responsible of stealing such amount of money by himself, and public opinion thinks he is just a scapegoat used by the real conspirators. When the money that Pele had is asked back, neither the police or the bank claim to have it, each other accusing the another of having it. Later that night the sheriff and the President of the Bank are seen playing at the Casino drinking imported whisky.

In Rio de Janeiro the tension in the air can be cut with a knife. The army steps in to take control of the situation. Soon both sides, the homeless, armed with machetes and home made weapons, and the army face each other. The leader of each side yelling at the other to back off or blood would be spilled. As time passed both sides began to slowly back off, until a new recruit accidentally fire his gun, the shot went through the head of a homeless woman with her baby on arms, killing them both instantly. Raged by this the homeless began attacking the army through all parts. The army didn't expect that a large part of them would be hidden on top of the roofs of houses abandoned by local people that had flee the city. Stones, boiling water, pieces of furniture, everything was being thrown at the soldiers, who started a retreat to avoid being encircled. After the soldiers have left, local politicians, corrupts as the devil, began offering free land and material to the homeless in exchange of their services as their private army. Now all Rio de Janeiro was under control of the rouge politicians. The President Campos Sales fled to Sao Paulo, establishing his government there. As war was becoming something common in Europe, Brazil decided to take some measures to possible provide help to it's allies or be able to defend itself from any possible attack. Members of the National Guard is given the option to join the Army. Having already lots of training and experience the change was not expensive or time consuming and soon Brazil's barrack were filled with new soldiers ready to serve the country. With expenses raising with the cost of large amount of soldiers, the government in Sao Paulo decided to reform the tax system, lowering the overall tax to the people. Soon people found themselves with more money in their pockets, and with said money investment in small and medium projects began to flourish. With all this the coffers of the government increased significantly, though the tax collectors found less job to do. The situation of Rio, having the most corrupt politicians trapped there in their own city state helped the project to work well. [+10,000 gold to Brazil, -50 base income to Brazil]

In the meantime that Spanish and Argentinean traders are discussing prices. A delegation of Netherlanders traders arrive at the Buenos Aires port, they find the meat to be impossible to resist as so does the local women. President Roca decided it was time that Buenos Aires should shine as the "Latin America Paris". He put the engineer Otto Krause, in charge of the whole project. Soon new water lines, sewage, paved streets, bigger avenues and European style parks are developed. Not satisfied with that Krause decided to complete the Congress Palace that was still underdeveloped. To Roca surprise, not only Krause completed everything he asked and in time, but also he only used 45% of the funds proposed! The government tries to establish contact with the most popular parties to gain their support in the election of Carlos Pellegrini. All the factions reject the single idea of establishing contact with Roca or Pellegrini, with the exception of the Socialist, who are pleased with the reforms proposed.

Rejected by the rest of the parties, Roca went to seek support of the Conservatives. He convinced them that some reforms are needed to avoid a complete revolution like the one happening in China. Not only they support the reforms but also Pellegrini as the new president in the coming elections.

A campaign started by the government to improve Pellegrini image is met with a lot of success. He is now the most likely candidate to be chosen as President of Argentina in 1904. The idea of him as a skilled pilot of storms, in reference to the disturbed Argentina please some influential people, making things easier for Roca and him. The Commonwealth of Australia continues to expand its presence on the international stage, entering trade with the Ottoman Empire and signing the TAAPC. Unfortunately for the Commonwealth, the construction costs for their new fleet spiral out of control, which the American loan can hardly cover.

In the state of New South Wales, capitalists are spurred on by the government to invest in new opportunities, kick-starting some local industry. Expeditions to the interior searching for precious minerals return ragged and empty handed, harassed by both the local fauna and the climate. The sole benefit to the expeditions was their geological and cartographical data, which was put to use finding the best route for the Trans-Australian railway which had been promised to Western Australia. After some deliberation, Parliament passed legislation for a new railway going from Perth to Sydney, bridging the gap between the two sides of the nation. In the Ottoman Empire, the Imperial court gives loaves of bread to anyone that asks for them for a whole week. One of the men in charge of handing out food was blind, and repeatedly fed a pigeon that kept landing on his head, with the result that the pigeon exploded. After years of trying, the Sultan succeeds in his desire to federalise the Empire. The Empire is officially declared a constitutional monarchy, with greater powers going to the Federal Parliament. A new constitution is formed, similar to the constitution of the USA. The parliament itself is granted a House of Senators, with 2 sent from each of the vilayets, to balance the power of the currently existing lower house, which is formally named the House of Representatives. The vilayets are each given slightly more autonomy regarding internal matters, and elected assemblies began to form, replacing the appointed governors. While technically a part of the Ottoman Empire, the regions of Crete, Cyprus and Egypt are left unreformed due to their particular circumstances. Combined, these efforts modernise the archaic structures of the Ottoman Empire, and many citizens feel that the nation may finally have a future. Following the success of these recent measures, the Sultan gives a speech to the people on how Muslims must unite in order to become strong again. Propaganda to spread the word across the empire drives up the yearly budget. [+1 stabilty to the Ottomans. -2,000 gold from the Ottomans.]

The Ottomans also entered a treaty with the House of Rashid in the Arabian Peninsula, guaranteeing support in the guise of weapons and supplies, as well as a detachment of the Ottoman Army. In return, the House of Rashid agreed to formalise the sovereignty of the Ottoman Empire over their lands. Following this treaty, Abdul-Aziz bin Mitab, the Amir of the House of Rashid, was granted the title Khedive and the region of Arabia under his control integrated into the Ottoman Empire as the Khedivate of Arabia, with greater autonomy than a vilayet, but still able to send representatives and senators to the Federal Parliament. However, this move does bring the Empire into direct conflict with the man known as Ibn Saud, who had been at war with the House of Rashid. In response to the on-going conflict in Arabia, the Sultan requests that Ibn Saud meet an Ottoman delegation at Al Majma'ah. Once Ibn dismounted from his horse, he and all his men were suddenly shot by Ottoman riflemen. Shortly after this, 10,000 troops from the Ottoman Army combined with the Rashidi army and marched on Riyadh, the centre of the Saudi power. After a short siege, the Masmak castle fell, and all supporters of the House of Saud were arrested, ending the short lived rebellion.

In the Philippines, the Americans see their fortunes rise. The investigation into the massacres of innocents finally reaches a satisfying conclusion. William Howard Taft, heading the inquiry, is able to discover the true identities of the officers in charge, who are to be court-martialled shortly after. Due to his able handling of the affair, Taft is recognised as a man with much potential, and his support of Roosevelt reflects well on the President. The conflict also comes to an end, and the American soldiers, by now veterans of warfare in the region, quickly eliminate the remaining leaders of the resistance. The few remaining pockets are left to the Filipino constabulary.

In the Chinese Empire, provincial reform begins to take place. The existing provinces of Anhui, Fujian, Gansu, Guangdong, Guangxi, Guizhou, Henan, Hubei, Hunan, Jiangsu, Jiangxi, Shaanxi, Shandong, Shanxi, Sichuan, Xinjiang, Yunnan, Zhejiang, Zhili were joined by 3 new provinces in Manchuria; Fengtian, Jilin, and Heilongjiang, 2 new provinces in Mongolia; Nei Mongol and Wai Mongol, and Xizang. In each of these provinces, new elected assemblies are provided, for the first time giving the Chinese the opportunity to vote. These assemblies act as the provincial legislature, with the appointed viceroys remaining as an executive, and are granted a degree of autonomy in domestic matters. Promises of reform in the upper echelons of government are for the first time taken as genuine, and the reformist elements of Chinese intellectuals mostly agree to stand by the government, as long as they fulfil their promises. In Manchuria, the Russian-built Chinese Eastern Railway was torn up and re-laid by Chinese labourers, providing better transport for the interior of Manchuria. [+1 infrastructure to China, -1,500 gold from China]

In response to the threats to the Chinese Empire, the Imperial Court takes the decision to mobilise the Imperial Guard. This large force, bolstered by ex-boxers, is badly equipped, but makes up in numbers what they lack in equipment. [+700,000 conscripts to China, -5,000 gold from China]

The Chinese and German Empires agree that their interests will be best served by co-operation. Trade is normalises between the two nations, and Chinese officers travel to Germany to observe the German military in action. China also signs a new treaty with Britain, ensuring a defence alliance between the two nations for 10 years and the extension of the lease of Hong Kong for 10 years. In the Far East Russia, unable to commit the Imperial Army due to the war with Germany, attempted to form militias to oppose the Chinese advance. Unfortunately, the low population of the regions under threat meant the defenders numbered only a fraction of those set against them, and the general lack of supplies in the Empire caused many to be armed with common farm implements or private small arms. At Verkhneudinsk and Chita, Siberia, Mongolian warriors of the Chinese Imperial Army charged forth from the steppes and seized the settlements after a short defence by the resident militia. The few thousand people were disarmed and mostly left alone, and the Chinese forces set in to occupy the region. In this swift movement, the Chinese had severed the trans-Siberian railway, and no supplies could be sent in either direction along the route. In Central Asia, the Muslim braves continued their advance, pushing against Bishkek to the west of Verniy. While unable to take the town directly, the lack of Russian reinforcements means time is on the side of the Chinese. The defenders could only look on as their lands beyond the stockade were plundered by the Chinese soldiers. [-10,000 regulars from China, Trans-Siberian useless]

With the collapse of the Trans-Siberian Railway, all ideas for the Russian Empire to build industry in Siberia are scrapped, with valuable machinery abandoned only half-way to Siberia. [-750 Gold from the Russian Empire.]

Sun did manage to rally together roughly 100,000 men in the province of Hunan, with whom he laid siege to the provincial capital of Changsha, expecting more reinforcements every day. Before the city could be taken, loyalist forces approached and engaged the revolutionaries. The Imperial forces were badly bloodied, and unable to deliver a finishing blow to the rebels, yet the battle was a major shock to the Tongmenghui cause, who had been unprepared for such a set-piece engagement. Withdrawing to the safety of the countryside, some in the movement questioned Sun’s motives, citing his association with Imperialistic powers and his refusal to touch concessions. Zhang Binglin, previously known for calling the Emperor a “buffoon”, publicly denounced Sun for profiteering in an article that circulated reformist newspapers.

In Tonkin and Annam, insurgents form various groups, ranging from the bandit ‘Black Flag Army’ to a resurgent ‘Can Vuong’. Supplied by the Chinese, some of these men fight to free themselves from French rule, whilst others merely seek to take advantage of the chaos of war. Under the cover of darkness, Emperor Thành Thái himself, for a long time considered a lunatic by the French, attempted to slip away to China, to organise the resistance. However, as he dashed for a waiting carriage he was shot down by French troops, purportedly “resisting arrest”.

The death of the Emperor was in some ways a blow to the fledgling resistance, but it also became a banner for Vietnamese to flock to. With the support of King Rama V of Siam, also intent on also moving against French Indochina in support of his Chinese allies, they hoped that they could push back the French. The Emperors son, Prince Nguyễn Phúc Vĩnh San, was still under the control of the French, and Vietnamese society was split on whether to support the freedom that the rebels offered or the stability of the French.

Following the opening of hostilities with the Chinese, the French dispatch 50,000 soldiers to the Far East. 40,000 of these, hardened Legion Etrangére, landed at Guangzhouwan, the French lease in Guangdong province, much to the alarm of the Portuguese and British. The remaining 10,000 were split between the various French concessions in an effort to defend French citizens and investments. Once the proper preparations had been made the newly named Guangdong Expeditionary Corps attempted to trap the Chinese army against French forces in Indochina by flanking the Chinese and attacking their main supply depot at Liuzhou in Guangxi with the support of the Tongmenghui. This plan was hampered however by the situation within Vietnam, freeing the Chinese flank and allowing them to concentrate on the French to their East. After passing by Yulin, the French had to traverse a series of valleys to push further into the interior. Once the French vanguard was fully committed the loyalist Chinese struck against them, attempting to cut them off and eliminate them before the French could bring the rest of their force to bear. Notably, the accompanying revolutionaries were also in the vanguard elements so as to guide the French inland. While the Chinese could not successfully isolate the advance from the rest of the army, the vanguard, caught marching, took significant losses. As revolutionaries gave ground under fire, the French flanks came perilously close to collapsing. In order to save the situation from becoming a rout, the French general ordered the vanguard to withdraw to the main force, and the Expeditionary Corps rallied at Yulin, where it awaited supplies from the coast. To bolster the Tongmenghui, the French attempted to send supplies to the rebels, despite their own soldier’s needs. Division within the Tongmenghui made it unclear as to where supplies should be sent, and notorious Chinese corruption meant many supplies simply disappeared, or even worse fell into the hands of loyalist governors, and only a 1/3 of those intended for the revolutionaries reached them. In British India, much of the land, including many of the Indian ‘Princely States’, form a new ‘Dominion of India’; the lands of Burma, Ceylon, the Maldives, Nepal, and Bhutan are excluded from the arrangement. For its part, the suzerainty Britain held over Sikkim is transferred to the new Dominion. In Britain, the public was initially heavily against the idea, seeing it as a threat to the Empire. For their part, the British press was fully behind the independence of India, and eventually most British were convinced that this development would ensure a more stable situation in the subcontinent. In the new Dominion, the Indian National Congress, the most established of the political parties, takes over the running of the new nation. Lalmohan Ghosh, President of the Congress, takes his place as the first Prime Minister of the Dominion of India. In his opening address, Ghosh sets out his desire that the future of India lies with the Empire, however the Congress itself shows signs of splitting between the radicals, advocating direct overthrow of the Empire, and the moderates such as Ghosh. The industrialisation of the Dutch East Indies continues. Despite a lack of funding, the fact that the area is seen as one of the few oasis of peace currently in the Far East ensures regional businessmen are willing to make up the shortfall. Dutchification of the natives accelerates, as Dutch becomes the main language taught in schools, and Dutch culture spreads across the islands. Some locals are upset by these changes, but generally they are accepted. [+1 industry to Netherlands in 2 turns, -1,500 gold from Netherlands. +100 base income to Netherlands]

Following the conclusion of their war with Japan, the Russian fleet harbours in Vladivostok for a much needed refit. While the ships are successfully repaired, plans to introduce oil as the main fuel are halted due to the disruption on the trans-Siberian. If the refit is to continue, it is clear that the trans-Siberian would have to be reopened. In Siberia, government subsidies open the land to investment and immigration. To spare themselves the destruction in the West, many people migrate, and capitalists take advantage of this growing workforce to expand their businesses, bringing much wealth to the region. A focus on armaments industry makes a dip in the significant supply issue for the Russian army. [+150 base income to Russia, +1 industry in 1 turn, -3,000 gold from Russia.]

In Persia, the new treaty with Russia shores up the position of the Shah, securing his position on the throne, and through Persian ports supplies trickle to the Russian front. While they ease the situation, the rate at which they can reach Russian units is not enough to fully account for the deficit, and the situation is hampered by a lack of Persian infrastructure. When the British Foreign Office learns of this, they demand an explanation by the Russians, and a withdrawal of Russian military advisors from Persia. [Russian supply situation improves mildly but still bad.]

Resulting from the treaty of Vladivostok, the Empire of Korea is formally recognised as a protectorate of Japan, and ownership of the Kuril Islands passes to the Empire of Japan. Crown Prince Yi Cheok, the last surviving member of the Korean royal family, was established as Emperor Yung-hui under the guidance of the Japanese. Due to the destruction of Seoul, the royal court is based in Pyongyang until reconstruction can take place in the capital. Japanese ‘advisors’, and a permanent garrison of 50,000 soldiers, remain in Korea, ostensibly to protect the nation from subversive elements of society. The treaty of Sendai establishes trade between the Danubian Federation and Japan as well. In Japan, the wealth of raw materials flowing in from Korea enables the construction of new industry, and massive improvements are made to the infrastructure of the home islands. Education reform, based on modern sciences, is also successful, and combined with new citizenship training will surely be a massive boon to the Empire. An effort to encourage Japanese inventors to support the military fails however, at a minor cost to the government. Only a close association with the Emperor saves the Tokyo naval academy from this grave humiliation. I would like to congratulate the Spanish people on having pulled through in these past few years. Through strength of will, commitment, and trust in the government, we have seen the beginning of the creation of a new Spanish economy. Though it may take us many years to achieve a place that we once filled many years ago, it is without a doubt that we are taking our first steps towards the repair, expansion, and growth of the Spanish economy. A new, very effective - and successful - taxing system, utilizing progressive ideals, has lead to a boost in government income, which will, in turn, bring us out of the abyss of debt that we have fallen into these past years. With this new-found money, government programs will be launched to help the poor, encourage industry, and expand the freedoms and securities allotted to the Spanish people.
