Italy attempt to civilize Ethiopia was quite successful, no? It's clear that Japan doesn't want to civilize Korea, one civilize a nation by constructing libraries, schools, hospitals and roads, not by invading, killing it's people and then drain if from it's resources.
Also, Italy already has to answer for the crimes committed in Ethiopia.
As a matter of fact, Russia would like to know Ethiopia stance towards the actions committed by Italy in their country in their last war of "civilization"

We appreciate the Italian sentiment regarding this matter. They obviously understand our intentions regarding the Korean people, as we only wish to bring civilization to them.
To the Russians: You claim to be only bloackading Japanese supply ships, but how are you able to discriminate the true intentions of nations sending in supplies "destined to aid the Koreans." You would be naive to assume that no supplies have been reaching our armies under the guise of neutral shipping, and in fact, they have. Also, life in Korea has not changed much under our occupation, if it should even be called so. The countryside has begun to recover from the decades of instability under the current regime, and acess to food in "occupied lands" is at all-time highs, which I am sure could not be said of areas under Russian occupation. We only intend to enhance the living of the Korean people, and once we have victory in this war, we assure them that the necessary steps will be taken to create a stronger Korea than before.

The Kingdom of Greece, whilst not condemning the general idea of the "mission to civilize", as such a thing has proven to have its advanteges in Africa, we do not see why the Empire of Japan sees necessity to do so in Korea, as Korea is already good on its way to become a modern state already. If this war continues to rage throughout the countryside of Korea, afterwarda there may be the necessity to do so.

Russia would like to remind everyone of a message sent by Korea to the world before this conflict started.
Empire of Korea
The Gwangmu Emperor wishes to counter the words of the vile Japanese! Firstly, the Gaspin Coup was instigated by Japanese agents; the hypocrisy in using it as an example of civil unrest to justify invasion is beyond absurd. Secondly, the each of these incidents happened well before the declaration of the Empire of Korea. Since the proclamation of the new, independent state, the peninsula has launched into new levels of social and technological advance.
I appeal, not only to the Americans who have expressed a desire to defend our sovereignty, nor only the Russians who have done so much to support the development of the Empire, but to all civilised nations.
People of Korea! The Japanese are no longer content with assassinating our monarchs and meddling behind the scenes. Today they declared their base desire - to turn our land into a vassal state, so soon after we have established our independence! Rise up, and fight the invaders!
Now, no word can get out of Korea because Japan doesn't allow so. We went into Korea because they call us for help.

The French Republic notes that Russia did not block the essential supplies sent by France to relieve the Korean people from the starvation which was caused by the Japanese invasion of Korea.
However, we believe Russia has the full right to stop any supplies from reaching the Japanese forces who are invading Korea, and we would then ask Japan, in light of what they said, to allow supplies through Japanese lines to feed Korean population centers.

The Russian Empire claims that it is answering a call to aid the Koreans, yet an excerpt from the New York Times states that Russia is attempting to re-establish its dominance over the Korean peninsula. As its supression of many other minorities has shown, this could only lead to cultural suffocation and economic exploitation. After repeteadley attempting to take the moral high ground, it appears as if the Russian Empire has been exposed for what it really is: just another imperial European power trying to assert its dominance.
The only reason the French supplies made it past the Russian blockade to Inchon is because there was in fact, no Russian blockade at the time. Also, the Japanese Empire would be happy to allow food supplies into Korea, as long as it would be allowed to be searched by Japanese forces.

So, the Japanese government bases it's policies on what a newspaper writes? Or, more worryingly, did the Japanese forces in Korea set up a propaganda campaign to try to make the newspaper, and the world believe that Japan invaded Korea to save the Koreans from an hypothetical oppression in the future (as it had not yet supposedly happened, according to Japanese version of events)...
And such words by the Japanese government, speaking of oppressed minorities, when the island of Formosa, obtained from China in yet another war of Japanese aggression, stands as a testament to the contrary? Chinese refugees from Formosa, who fled towards French concessions in China, paint a vivid account of the appalling repression and exploitation undertaken by Japanese forces under the guise of pacification, against civilian and rebel alike? For a country which believes itself to be civilized, and with a history of culture and arts, one would expect a lot more.

France's history may not have been filled with naught but the finest human values, but things improved, and I am pleased to say that nothing similar to Korea or Formosa is occurring in any French colony. French authorities have delegated powers within the local tribes and chieftains, and allowed them to exert local law.
We do not seek to give lessons to those who are better than us, with that respect, as Japan sought to do with Russia. We are humble, and aware that many things can be improved in the French colonies, and we are indeed working to improve them.

The Japanese delegate fails to see that the Koreans are resisting the Japanese, not the Russians. And is the Japanese who don't allow any reporter to talk with Koreans so they can tell the horror they are living under Japanese domination. But what can we expect from such backward and superstitious nation as Japan, a nation that can't understand reasoning or compassion. Who are the first to invade and the first to get offended if someone resist them.
The Japanese Empire, a nation that takes by force what they can't take by right. And yet has the courage to put itself as liberators of Korea. We have refuted that, not only with words from our point of view, but also showing the world the voice of Korea that is asking help to all Europe.
We join our Korean brothers, in saying to Japan, LEAVE KOREA ALONE!

It is odd that the Russian Government should voice the opinion that Korea should be left alone. Just last year, a Swedish merchant and his daughter Britney were harassed by Russian customs officials as they unloaded their goods. After being brutally beaten, they were then sent back to Sweden, without their goods, which had been confiscated. Therefore, the Swedish Government shall address the following statement to the Tsar.
