I give my own, and the nation's condolences to the families of those who lost loved ones in the sinking of the Britannic. However, though it is indeed a great tragedy, however it is in tragedy that we can find a glimmering portent for the future. We can see a future we such accidents can be avoided, as regulations are set to proscribe adequate safety measures. Furthermore the need for an international organization to proscribe and adjudicate international maritime law is becoming increasingly clear, after both this event and that recent disturbance that brought such malice between Spain and Central America.

Her Majesty's Government offers its utmost lamentations for the disaster that befell the RMS Britannic on the night of 24 February. This is a most grievous tragedy, amongst whose multitudinous victims is accounted several Dutch citizens. It is clear that current established practice in regards to maritime safety regulations, or rather the lack thereof, is a serious issue which must be immediately attended to. As such, Her Majesty's Government suggests that a conference be held in London this coming year, drafting and ratifying a set of international regulations regarding maritime safety protocols. This document would then be adhered to by all nations of the world, to ensure that a similar tragedy should never befall us.

Her Majesty, Wilhelmina, Queen of the Netherlands

The Free State of Turkey offers the United Kingdom it's utmost support following the horrible tragedy that befell the Britannic. Concerning the creation of an international conference of maritime safety laws, the Free State of Turkey politely asks to join, as it may have a direct effect on Bosphorus trade.

President Oğlum, Free State of Turkey

Orders are due in Two Days. Don't know your GM? Look at the Front Page.

OOC: I will post later about the naval stuff, assume I will be hosting something in london to discuss it.

It is the express belief of myself and the people of Spain that there is indeed a need for national maritime law, upheld by an organization of all seafaring nations, to establish safety protocol aboard large vessels as well as regarding the treatment of wreckages of ships long lost. Delegates for the Spanish Kingdom will be sent to whatever event His Majesty of Britain chooses to hold, as Spain is a nation among many of seafaring naval powers.

~ His Royal Majesty Alfonso XIII, King of Spain

Our thoughts and prayers are with the families of the victims of the RMS Britannic disaster; at least in the midst of this disaster there is a light of hope. We grant our support to a future International Convention on Sea Law, for the determination of safer practices for navigation, so that sad events like this can take place no more.

We will be hosting a conference in London to discuss the topic of maritime codes, laws and regulations. We regret to say that it remains possible this tragedy might have been partially mitigated with such having already been put into place. We will make sure the lives lost are not lost without remembrance and without meaning to their tragic ends. Actions will be taken to prevent this from occurring again to such a degree. We will put our influence to the task of insuring others go along as best as can be with the results of the talks and investigations.

OOC: I think we handle this after the looming turn end best?

Transfer Act of 1914
1. All self denoted Armenian citizens shall be transfered to the State of Armenia
2. All self denoted Greek citizens shall be transfered to the Greek border
3. All transfers will be done at the cost of the Turkish Government

The Kingdom of Greece wishes to Inquire since when the Hellenic Government has agreed to clause 2 of this act. Should Population removals be done by force to make these men and women flee off their historic homes this would be a show of cruelty currently unmatched. We remind the Turkish Government that by no government so far such a clause has been implemented without consent of the other side of the agreement.

On the matter of China:

It saddens me that Greek men have to fall for this cause, and at what ratio. While this is most saddening, if the Qing Emperor continues his rule he will ruin his country even more. He has just paid off the German Government to keep himself at power for some more time, bleeding the country dry of both money and men. We agree to many other governments in the fact that a plan has to be developed in order to now make use of the coming reinforcements so that the Qing Empire can quickly be brought to its heels without a long and drawn out fight, which will hurt the Chinese people who have bled so badly under their empror even more.

As per clause 2, it shall not be done forcefully. We are allowing any and all Greek citizens that wish to return to Greece to do so at government cost.

Voluntary population movements are never a problem for nations to have. People should be allowed to freely move about the world in a peaceful manner. So long as the region does not get into involuntary movements others should be unconcerned. And as with before, if the government in China ever seeks to lessen its peoples suffering they can negotiate and not continue their barbaric path.

The Dominion of South Africa

This past year, I will admit, has not been our best. Mistakes have been made, and the circumstances were perhaps not the best for the actions taken. But, regardless, I believe that we, as South Africans, can come together to push on and fix our mistakes, so as to make a better and brighter South Africa for our children and their children. So let's come together, not as Boers, Brits, Germans, Poles, Zulus, or others, but as South Africans. Together, we can succeed.

First off, I would like to issue my most sincere appologies for the mistakes that were made in the process of land distribution that have ended in the suffering of those Boers who have had their lands unjustly re-appropriated. Make no mistake, efforts are being made now to make sure any land that was taken without due cause is returned, while making sure unoccupied land still makes its way into the care of those whom have decided to settle it.

Secondly, I would like to congratulate Chairman Graaff on a job well done, in regard to his efforts to reform the Dominion Reserve. Efforts to finally correct the monetary imbalance are being made, and situation should be fully resolved by next year.

Finally, I am elated at the passing of the Bill of Native Rights. There has been far too much undue punishment of Natives, and while I do not believe they are mature enough to possess the ability to rule, abuse is not the way to advance them. Only through education and proper treatment will Natives be capable of being responsible members of society.

Remain optimistic and open-minded, South Africans! We will march ever bolder on!

~Prime Minister Louis Botha

Ground is broken in 1914 for a massive sports complex and hotel capable of seating up to 10,000 people; with standing room for 60,000 more. The new facility, called Wimbleton by the builders, is a shining hallmark of British Imperial Power, decorated with captured Obelisks and artifacts from the Parthenon as part of a joint venture with the Royal Museum. The venture is jointly funded with taxpayer money and private investment, with a private management structure to handle the hotel aspect and joint government-private control of the Sports facility.

Unfortunately for the United Kingdom, advancements into aeronautic technology is stalled by Parliamentary deadlock on new defense spending. The Liberals, Labour and even elements of the Tory party are uneasy with spending so much, even with a war against the Qing.

In better news, Parliament shifts the funding proposed for aircraft to University grants, realizing the previous year’s mistakes. This increase of funding, geared directly at the London School of Economics as well as nationwide business and management programmes has helped to establish an elite civil society of accountants and bureaucrats. In a few years the UK will be able to capitalize on their sown seeds.

The Royal Geographic Society has offered 10,000 pounds to anyone able to find an oil well within Britain's frontier, and hundreds of prospective oilmen took up the call. They fanned out from Guyana to Sudan, Australia to Canada to India and back again. Ultimately 6 high quality claims were made, though one was immediately dismissed as infeasible due to inaccessibility (and the fact that it may have been within Russian Arctic waters didn’t help matters much, either). These oil wells, once fitted with the proper infrastructure for transport and extraction could be quite the boon to Britain’s interest, especially her Oil-Driven fleets.

The 2nd French Empire’s dire shortage of manpower was set upon them by the victorious Vietnamese Army in the previous year. Charles XII, realizing how weak the current French Army was, ordered for 100,000 new volunteers to be brought into the military. Unfortunately for him, a sense of disgust was spreading through the French populace; they desired peace after such a disastrous civil war. The humiliation at the hands of his former subjects did nothing but rub salt in France’s wounds. Riots broke out as press gangs attempted to force able-bodied Frenchmen into the Army.

By Royal Decree, Charles Maurras was granted sweeping powers to fight against the Red Hydra of Communism. Unfortunately for both His Majesty and Le Petit Roi (Maurras) the Breton Fascist movement, the Green Shirts, was picking up steam in the countryside and was openly advocating for Maurras’ overthrow and the installment of an all fascist government. The Green Shirts formed an unholy alliance with the radical Socialists and Communists in France, and began moving to incite revolution in the proletariat. Many French were upset with France’s conduct in the Far East, and riots broke out across France, from Lille to Lyon to Paris herself. The city could comfortably claim to maintain her title of ‘City of Light’ though the original dubbing most likely did not have burning buildings and torches as the source of illumination.

Queen Wilhelmina, having learned from her country’s mistakes leading to the disastrous Amsterdam crash a few years prior, ordered for a new governmental body to oversee the Dutch financial sector. Chosen from amongst retired bankers, expert accountants and high ranking law enforcement agents, the Fiscale Odpracht van de Diensten (Fiscal Services Commission, or FOvdD) would supervise the financial sector and protect the interests of the Dutch people. Under Wilhelmina, entrepreneurship was encouraged by the government. In addition to providing tax incentives for new ventures, the government would also entice budding tycoons with low interest government loans with generous payment plans. Many young Dutchmen seized on this opportunity, and new innovations were discovered across the Netherlands. In particular, a new method for the vulcanization of rubber was patented by a Dutch Investor, who founded his own rubber plant in August 1914. More amazingly, new oil rig machinery was patented, and Royal Dutch Petroleum managed to capitalize on the breakthrough. The Dutch resource sector is becoming strong as ever.

The King of Spain issued a formal apology to the people of Spain and the Parliament, and pleaded for cooperation in further bringing the Spanish State to a higher point, and out of the rut it was in. Sadly, that did not seem to be enough. While the people were still grumbling, a new election of Parliament took place, and the Royal Alliance did not secure enough seats to form a government in support of the King.

The new Spanish constitution progresses well enough, with Spain becoming the second country in Europe to offer women the right to vote. Although female voters had to be over the age of 30, while men could vote at or over the age of 21, the simple fact that women could vote suddenly thrusts Spain into the spotlight as one of the most politically progressive countries in Europe. The fact that it beat the United States to give women the vote resulted in hundreds of thousands of women hailing the progress of Spain. This new-found international prestige and internal contentedness was unlike anything seen in Spain in many years.

Marshal de Bono requisitioned that a new ‘light tank’ prototype be constructed for use by the Italian Royal Army. The Italian General Staff looked at him in puzzlement when the added specifications were relayed to them, 1in thick armor and amazingly; a 37mm gun. The staff delegated such a task to the Royal Engineers, who came up with a strong design and built one testing ‘tank’. In 1914 the Italian government began expanding the firepower arm of the Italian Army. New Artillery divisions were created to organize these massive formations of high powered guns, ranging from 50mm light cannon to 105mm howitzers to 210mm monster guns. These new guns were not without cost, and the Italian government struggled to finance this huge expansion in the Artillery arm of its military. President Morgan, along with the Republican Party, push through the Seventeenth Amendment to the United States Constitution. In it, it gives females over the age of twenty-one the right to vote. However, thinking that the Republicans would easily sail to re-election, the United States House of Representatives votes close to election day, but it does little to help their election prospects. The Amendment, however, sails through the states, and is adopted as the Law of the Land on December 18th, 1914.

The mid-term elections of 1914 were fueled by three issues. J.P. Morgan, International Involvement, and Colonies. The Republicans, thinking they could boost themselves with the 17th Amendment passing, were slaughtered at the polls. Of the 403 Seats in the House, before the election, 312 were held by the Republicans, 83 were held by Democrats, and 8 were held by the Progressives. When the election results came in, it wasn’t even close. The Progressives dominated the Upper Midwest, while the Democrats surged in the South and in the West. The Progressives and Democrats picked up seats in the Northeast, while the Republicans only gained one seat in Delaware, two in Nebraska, one in California, and two in Oregon. All in all, the new Congress had 66 Progressives, a gain of 58 Seats, 158 Democrats, a gain of 75 seats, and 179 Republicans, a loss of 133 Seats. It was far short of the 202 Seats needed to form a majority. The Progressives, which had nominally been an arm of the Republican Party, suddenly acted fiercely independent and nominated Progressive firebrand, Walter M. Chandler, a strong supporter of former President Roosevelt, vowed to work against President Morgan, and to fulfill the ideals of President Roosevelt. The Republicans nominated the former speaker of the House, and the Democrats nominated their minority leader. In all of this gridlock, it seemed that the only person who could help in this case, was the one and only Theodore Roosevelt, who was still off in the American Congo, blissfully unaware of the ongoings in the United States.

The Chilean government attempts to attract learned teachers and industrial professionals to teach at their newly-established College of Engineering, but any desire to travel to Chile is quashed by their highly-publicized failures in aviation. The few who deign to reply cite "poor safety standards" and "concern for personal well-being" in their politely-worded refusals and the College stands empty almost a year later.

In the European Republic of Turkey, the Turkish Parliament attempts to bring the Political Omnibus Bill of 1914 to vote, but it gets so little support, with only three MPs supporting it, that is is slaughtered during the vote, and gains no other significant attention.

The Transfer Act of 1914 passed with a good majority, and it begins to remove Armenian and Greek nationals from Turkey proper and sends them to Armenia and Greece respectively. However, there was wide opposition to this. For many Armenians and many Greeks, they lived in this area all their lives, and all of their parents lives too. It was absurd that they should just uproot and leave. Such a commotion was made that the population became a little uneasy by this forced relocation.

In Spanish Africa, a huge campaign by the Spanish Government to support the Colonial Government was put underway, by raising support and holding rallies, people in the colonies began to respect and admire the Spanish Government, as the Spaniards were cast in a good light alongside their colonial brethren.

The Dominion Reserve attempts to correct the excess inflation ongoing in South Africa, but it finds it has too little control of the economy to do so, and inflation continues to sputter along like before.

Land Distribution is corrected, giving the Boers their land back, and setting aside uninhabited land that does not belong to the natives for new arrivals. People still poured into South Africa, mostly from Poland, and a trickle of immigrants from Russia and the Ukraine. The border between South-West Africa and South Africa proper soon gained the nickname of “Little Russian Empire,” due to the majority of the people there being from either the Russian Empire or German Poland. This created a unique problem in the South African Parliament, as more and more languages began to be added to the official docket.

Soon, low-wage jobs were held by blacks, and the increased amount of people in the workforce allowed thousands of new businesses to start up. This trend seemed sure to continue over the next few years are more and more entered the labor pool. This was coupled with a tax break for anyone who set up a new business in South Africa, and some new factories and industries began to pop up across the coastal cities.

The Empire of the Great Qing, increasingly desperate with foreign foes on all sides, ordered the full mobilization of its army. The Qing mobilization succeeds in raising an army of three million men; however, these men were poorly armed with only one man in a hundred being issued a modern rifle, and one in twenty issued a firearm, the remaining men were armed with an assortment of swords, polearms, and sticks.

The Qing again attempt to make use of captured European weaponry, however the only equipment captured was the French equipment captured in Indochina. The French were careful to destroy any equipment that they could not take with them when they evacuated Saigon.

The Qing Court noticing the desperate supply situation decrees that factories to better the supply situation of the army are to be constructed. However, the Chinese lacked the necessary precision machinery to manufacture modern firearms, or indeed the machinery necessary necessary to make the machinery necessary to make the precision machining necessary to manufacture modern firearms. As such, the best weaponry able to be produced by these new factories lacked interchangeable parts and had to be hand-made, yet they did alleviate the supply problem to some extent.

The Qing Emperor once again attempts to rally his people against the West, however many of his people see through his pronouncements, and are angered at the course the nation is taking. This anger is particularly strong in the coastal areas of the south, where the livelihoods of many were destroyed by the Emperor's actions. Even more were angered by the unprovoked attack on Russian Empire and the expansion of the war into an attempt to grab more land as evidenced by the attempted to press further into Russia and the attack on Burma. Others were upset by the recent payments to Germany, declaring the Imperial Court was trading domination by the West for domination solely by Germany. However, what upset people the most was the Emperor's continued sacrifice of hundreds of thousands for only greater loss.

On a more peaceful note, the Chinese Court continues its efforts to invest in mines and agricultural production in China to increase self-sufficiency – something in the eyes of this newspaper is relatively unnecessary as it produced great stocks of raw materials, lacks industrial capabilities. Though unable to import mechanical equipment due to the blockade, the Chinese do make use of one resource they have in relative abundance, manpower. Thousands were put to work digging mines and readying fields, this does increase productivity but the bankrupt court is forced to make use of its recent conscripts to affect this decree.

The Japanese Diet passed a series of reforms during the Summer of 1914. The first was a measure that united the regional stock exchanges under the roof of the Tokyo Stock Exchange. One of the first acts of the newly united Tokyo Stock Exchange was the creation of an index fund, the NIKKEI, which soared in the following months. The Diet also passed a series of tax reforms that incentivized entrepreneurship and the formation of new businesses. These reforms were also quite successful, and resulted in the in a strengthening of the Japanese economy.

Another event of great importance for the nation of Japan was the decision by the Japanese High Command to mobilize in response to the Chinese aggression. A significant treaty, The Treaty of German-Chinese Friendship and Understanding was signed in Berlin by German and Chinese diplomats. In it, the Chinese agreed to pay massive reparations to the German Government for damage to the German Concession Port. However, something else seemed to be in this treaty, because a Fleet of German Ships, loaded with advanced machinery, rifles, weapons, and a large number of other industrial items was bound for China, and was stopped by the blockade. Insisting it was for the German land, they were still rejected by the blockading forces. Finally, the Germans demanded entrance, and were once again stopped. No one is quite sure who fired first, but it so happened that the Dutch Navy was patrolling that area with a Japanese Battlecruiser in the distance. The Germans were able to overwhelm the Dutch quickly, and land enough blows on the Japanese ship to send it away. The Japanese Navy mustered all of its forces, and sent them to the area right away, but the German Goods were already dropped off. The payment, however, was stuck with the Germans in port.

In the South China Sea, the United States of America declares that it is the right of the United States to own and claim this as her own territory, and all the minerals, wealth, and islands that may be inside this area. However, as the military claimed this as their own, the United States Congress, in the lame-duck session, rejected such ideas and ordered the military to stand down, then President Morgan proclaimed it a Military Zone, and an extension of the Philippines, settling the issue.
[South China Sea claimed by the USA.]

In British Burma, a surprised shout rang out near a border town between it and the Qing Empire. A horde of Qing Soldiers swarmed across the border and forced themselves into the area. While many were armed with just sticks and swords, they were able to overrun the few British positions there. They quickly raided any and all guns they could, and passed them out to locals. Hoping to make a similar situation as they did in Indochina, the Imperial Court sent out a recognition of the Kingdom of Burma, and only once this happened did a few followers rise up against British Rule. As the months dragged on, the Qing moved deeper and deeper into Burma, gathering more and more people for their cause. A sizeable Burmese Army, almost twice as big as the invading Qing forces, started to roam around northern Burma, “liberating” areas from British rule. It wasn’t until October that the British Forces in Calcutta where informed of this, and they finally began to act. But the damage was already done, a large army of Burmese separatists now roamed the land, killing any British in sight.

In Manchuria, recently liberated by the Qing Forces, Qing positions were quickly overwhelmed and swamped by the Russian Army, which had been building up for most of the year, and surged into Manchuria, sweeping it clear of all the forces present, which were mostly conscripts. Russian Mobile Artillery pounded away at the front lines, as the rattle of machine guns were heard, by the end of the year the fields were soaked with blood. The supreme might of the Russian Empire went unchallenged against the Qing Empire, as Russian forces reached the border of Japanese Korea by December of 1914, and were pushing hard in Western Manchuria. Surprised Japanese looked out from their fortifications to see Russian Soldiers parading around and conducting military drills.

In the South, across the strait from Hong Kong Island, the Chinese forces had to retreat to the interior a bit due to constant shelling from the Blockading forces. The recently pristine and peaceful shores of Hong Kong, on both sides, looked like a scene from hell. Large craters dotted the landscape, houses and buildings stood half destroyed. Most of the Western soldiers stayed garrison on Hong Kong Island, but a small detachment of Commonwealth forces made a landing on the mainland after a British Dreadnought cleared out a wide sector with 30 hours of constant gunfire. Along with the Commonwealth forces, some Greeks were added to the expedition, and they slowly advanced, with their goal being control of the Pearl River Delta. With British and American ships blasting anything in the way of the soldiers, they were able to get to the Pearl River Delta without fighting much. Going upriver, however, was out of the question for the allied ships, not wanting to relive the incident of getting stranded on a sandbar. As the Commonwealth forces started their way up the River, the Qing swept down upon them, laying traps and using any type of projectiles possible. The battle just about looked lost to the better-armed Westerners, until the 2nd Royal Australian Battalion, which was at the front of the action, alongside the Greek Expeditionary Force, made a valiant charge up a hill, to where the Qing forces were hiding. Setting off explosives, they were able to collapse the base and destroy it, cutting off communications and removing any form of organization of the Qing forces in the South. The Qing were forced to pull out, taking massive casualties, while at the same time giving the allies a slightly smaller bloody nose.

The United States, by various means and methods, funnels a massive amount of money into Southern China towards separatist groups who claimed to be in favor a Chinese Republic. However, the military administration was sorely misled, as half the money made it to the Qing Empire, and the other half went to a man known as Xi Ha, who, after getting the money, announced the ascension of the Dynasty of the Great Wu. He told everyone who would listen that the Emperor of the Qing has lost the Mandate of Heaven and it is up to him to drive out the Western Forces and restore order to China. He gains followers rapidly, but not a lot of territory.

Little happened in the Dominion of Australia this year, except a few soldiers decided to get drunk and get into a huge fight with British soldiers stationed in Darwin, on leave from the War in China. The resulting fight caused the death of a few soldiers, and the world looks down on Australia just a little bit more.

Due to the looming threat to the position of the Commonwealth in and around India, the government has decided to mobilize the British Raj. We will not allow these citizens to be threatened anymore or harmed further by the extreme fanatics inside China that have co-opted that land. The Commonwealth will defend itself against this threat as it has against all threats and we will prevail. Once the latest crisis is over steps will be taken to improve the balance and spread of power across the Commonwealth. We are only as strong as our weakest link and any such will be found and strengthened.

Her Majesty's Government notes with distress the serious and serial violations of the German Empire in regards to the conduct of international law and diplomacy. We have been severely misled by the German Foreign Office, which blatantly omitted a secret protocol from the Sino-German document and then sanctioned an attack on the Netherlands Far East Flotilla in order to execute this protocol. Worse, this deception was in order to facilitate the aiding and abetting of the Chinese Empire - an entity which the Kingdom of the Netherlands, amongst many others, is currently at war - with armaments to be used against the enforcer states of the Treaty of Shanghai. That the German Government would furnish the very Boxer rebels who have dispatched 50,000 Dutch citizens since this conflict began is simply abhorrent and intolerable, and a betrayal of the amity and friendship that has historically existed between our sovereign states.

As such, Her Majesty's Government hereby suspends diplomatic relations with the German Empire, until a full apology is received for the unlawful assault on our naval assets and this scandalous, subversive alliance with the Qing tyrant is terminated.

Her Majesty, Wilhelmina, Queen of the Netherlands
