We celebrate the fact that Russia and Japan have been able to sign a peace treaty; hoppefully more will follow and peace will return to Eurasia. However, like the United Kingdom we must denounce the harrasmet of neutral shipping conducted in the Black Sea. Considering that we have a standing trade agreement with the Russian Empire, the actions taken by the German Empire harm the interests of our nation particullarly and those of international trade in general.

We commend the efforts of King Alphonse XIII to improve the well-being of the Spaniards andextend a friendly hand, looking to foster our already spcial relationship with the Motherland.

As King of Spain, I warmly accept Argentina's offer and hopes that our two nations can come closer on the path of friendship in the coming years. I would also like to congratulate the Russian and Japanese Empires on effecting a peace treaty; alas, it was too late for hundreds of thousands of soldiers and civilians.

And, inspired by the nation of Argentina, I would like to extend a hand of peace and friendship to the German Empire. I hope Kaiser Wilhelm and I can carry a friendship of understanding and prosperity far into the future.

The spread of Peace is better than the spread of War. It is good that Japan and Russia could resolve their issues and figure out a treaty for their conflict. Though battle still rages across parts of Asia at least some guns are silent. We reiterate our support for peace as well as our strong commitment to open trade as greatly as possible. Although some weapon shipments may understandably be turned back, basic goods should not be stopped. Trade of neutrals needs to be respected in conflicts.

The Balkans are another thorn in the side of peace although that conflict seems less likely to end soon. The UK is willing to attempt to help mediate but the best we can likely do is allow Cairo to be used as a neutral site for negotiations between warring parties.
 
Serbians, we have shown the world that Serbia is not a weak power to be pushed around at the whims of others. Together with our stalwart allies and brothers, the Hellenes and the Montenegrins, we have managed to push back the Italian invader and continued our liberation of Albania from the claws of Italian imperialism. This whole conflict is all at the fault of Italy and its imperialist ambitions.

Once again, we shall extend the hand of peace to the Italians on the conditions that they withdraw and allow Serbo-Greco-Montenegrin forces to restore order to the Albania according to the borders agreed to by the Balkan Alliance. If Italy persists in its warmongering, we shall be forced to take the measures necessary to defend the peoples of the Balkans against Italy.

The United States of America

The United States of America would like to offer its most sincere and deepest condolences to the United Kingdom and her dominions for the passing of Queen Victoria. She will always be remembered as a truly wise and good monarch. We can only hope that King Edward VII will have as peaceful and prosperous a rule as that of the late queen.

On European matters, we hope that the German and Russian Empires will soon reach a suitable peace before this conflict devolves into a general state of war. We also hope that the war in the Balkans will similarly reach a peaceful resolution.

We commend the Japanese and Russian Empire in finding a peaceful resolution to their conflict.

The United States of America is pleased at the increased trading relations with the Danubian Federation and Chile.

The creation of the National Parks and Monument's system will serve to preserve the beauty of America's wild places and landmarks and achievements of its past for future generations of Americans.

The fortunate resolution of the Anthracite Coalminers strike helped prevent the suffering of millions the northeast of the country and will hopefully set a tone for the peaceful resolution of conflicts between labor and capital.

We hope that current investigation into the abuses in the Philippines results in the apprehending of those responsible for the abuses of the past. We are also hopeful that the complete pacification of the Philippines will soon be upon us, and that we can begin to bring democracy to these benighted peoples.

OOC: Yup, since Frymonmon opened 9 more slots. As for countries, you can pick all the existing ones that remain... In Europe there's Belguim and Portugal, most of Latin America is open, and Morocco, Ethiopia, Persia and Siam are the main uncivs available.

Treaty of Anglo-American Pacific Co-operation

The UK hands over 5 large and 10 small ships to help form the Core of the Australian navy. Splits the costs of 5 new large and 10 new small ships with Australia of which 5 large and 5 small are to be built in the UK and 5 small in Australia. Also for the Australian navy.

The UK and Canada will split the costs for 3 new large and 7 new small ships for the Canadian navy. 3 large and 2 small will be built in the UK and 5 small will be built in Canada. The UK will also hand over 2 large and 3 small ships to help build up the Canadian navy.

The US and the UK take steps to improve coordination between the US military and the UK military. Technicians, blueprints and officers will be exchanged over the year to improve communication and weed out weakness.

The US invests 1.5k into the Australian economy to be repaid with 1% interest in proper time.

All nations involved affirm their commitment to peacefully solving any crisis in the Pacific between their respective areas of influence.


This treaty will confirm our commitment to adjusting defense posture as needed for modern times. This will help bring about more stability for the Pacific as well as benefit safety of our mutual interests.

Hearing the pledge of our soldiers who didn't felt that continue fighting in Korea was worthy and fearing their homes being overrun by German and Sino hordes, we obtained peace with the Empire of Japan. They gave us their word that they will respect Korea integrity. Now is time for our soldiers to get back home and defend the Motherland, Germans armies are sweeping through our land and must be stopped, and Chinese are to be punish for their aggression. Courage my people, victory is at hand.

To the Soldiers of Russia:

My sons in arms! Your display in battle is the envy of all nations in the world! In Korea you showed courage facing an unknown enemy in an unknown land, alas the turn of events in our borders and the fanatical spirit of the Japanese proved to be something to be taken into account. Now is time to get back home and defend your homes! To the soldiers fighting China, you shall be the sword that punish the Chinese aggressor for the crimes they done, they got the upper hand in their sneak attack but now we have recovered from the surprise, 1903 shall be a year of victories, do not falter my sons! And, finally, my soldiers fighting against Germany, you most of all have shocked the world with your actions. Facing the most advanced military in the history of the planet with little training and almost no time to prepare, you have given the Kaiser more than one head-ache, what everyone though it was going to be a walk in the park has turned to be a slaughter for German troops, so big that Germans workers have gone on strike about it. Continue showing the world what Russian people are truly made of.

To the Sailors of Russia:

Sailors of the glorious Russian Empire! Though Russia isn't what many would call a naval empire, you have just obtained the biggest naval victory in the 20th century! Sinking all the Japanese capital ships in a single battle. The Battle of Tsushima will be honoured with a holiday know as the "Navy Day", were a Russian fleet that was technological inferior to the one of it's enemy gained the upper hand. The admiral in charge of said battle, Zinovy Rozhestvensky has been called by journalist as "the Nelson of the East" for his military achievement and for sailing an all-steel, coal-powered battleship fleet over 18,000 miles one way, to engage an enemy in decisive battle. Never has a navy in the history had to fight so far from home under such hard conditions. For your achievements in combat I promise a great compromise to help our navy achieve new records.

To the Empire of Japan:

The Czar Nicholas II of the Russian Empire welcomes peace with the Empire of the Rising Sun, though we had our differences in the past, we hope the solution of our conflict shall help the relation of both our nations improve significantly. Though we find some of your tactics disturbing, at the end you gained our respect as a worthy adversary. May God never force us to face you again.


To the United Kingdom:

In Russia we mourn the loss of Queen Victoria, she was a great leader for her country and her reign marked an Era. Also she was family of our Czar Nicholas II, Nicholas' mother was the sister of British Queen Alexandra, the mother of George V. The Empress Alexandra was the daughter of Princess Alice, herself a daughter of Queen Victoria. Now we praise King Edward VII as new King of the British Empire, may his reign be long and prosper.

To the Kingdom of Italy:

We recommend you to accept the proposition made by Serbia, further extending this conflict will only bring pain and suffering to your people. Also, you need to answer for the crimes committed to Ethiopia as their leader previously stated.

 
OOC: May I suggest Chile over Mexico, Chile is rather vibrant atm, as is the rest of the southern cone. While Mexico, is well Mexico, complete with impending revolution.

Ever since its plunge into existence, the dominion of Canada took into the footsteps of its founding Empire, and became the home of free thought, liberty and equal civil rights for all of its citizens. A home not only to those who were born on its vast and plentiful lands, but also to those who seek asylum from war-torn regions, which so often are corrupted by greed, war and overambitious leaders. Every Canadian should be enormously proud of what nation he belongs to, and also of the standards that all of the true Canadian governments of the past and presents have embarked upon defending and spreading.

However, the recent events have shown the world how unstable a nations peace can be. Within weeks different decisions and statements have culminated and spiraled out of control, leading to a war both in Europe and Asia. The government of Canada of course takes no side, it picks no favourite, but it must however strongly condone any acts of aggression. Peace is a value so sacred and so at heart of the Canadian people, that it must be protected by both political, and if needs be, military measures.

The restrictions of trade, the deaths of both soldiers and civilians, the flames that consume the Euro-Asian continent must not reach the peaceful nations that this treaty involves. The seas were once harassed by pirates, wild bands of outlaws who have now lost on strength, but instead new forces arise to threaten merchants and innocent seamen world-wide. Canada must not only judge others to be a successful entity, it must also judge itself. And the defences of Canadian safety were judged not strong enough.

Do not misunderstand or twist this message; this is not a declaration of war, not a threat, just a verdict on the current world affairs that the people of Canada have made. As previously stated, peace is more precious than gold or gems, and it must be the value all Canadians support.

In order to defend this harmony, the government will need to purchase and partially build the means to defend itself from overseas aggressors. With great joy we announce that the nation will be signing a treaty that will ensure the growth of its navy, and that will also provide huge investments for the Canadian economy. Not only will our Navy acquire ships, the new orders will also boost the economy and will provide work for hundreds of Canadians that may need it.

We must also state that we wish to further co-operate with the United States of America in the future. Neighbours need not wage wars and feuds, as they will be far better off if they simply work together towards a brighter tomorrow.

The Kingdom of Bulgaria is pleased with the result of our reorganization of the army. We also hope that the people of Macedonia can start to rebuild their lives after the Turks took everything. The Bulgarian Government will continue to send support to the people of Macedonia. We also encourage foreigners to invest into Macedonia now that all the resources of the area are unused. We also believe that the Sofia-Kavala railroad will enable our trade with other countries to pick up now that ships do not have to pass through the Bosporus which Turkey can close at anytime. We congratulate the Japanese and Russians on their peace treaty. We hope for peace in the Balkans but do not believe the Albanians should be annexed against their will.

The strikes rising in the Ruhr industrial centers in western Germany are truly disconcerting. If these strikers truly were funded by the French Government, it is even more disturbing. If France was indeed willing to do this, then why must they engage in underhanded techniques to undermine the enemies they are itching to fight, and yet they are not willing to engage in active warfare, which is clearly what they are wishing for? It is confusing to me and most likely all leaders of Europe.

Those are vicious lies spun by the German government, to shore up support for a regime which is slaughtering hundreds of thousands of Germans for the Kaiser's endless ambition. The French government vehemently denies having any kind of involvement in the Ruhr strikes.
It is a serious accusation, which has done much to sour the already bad relations between the German Empire and the French Republic. And given the blockade on international trade carried out by Germany in the Black Sea, it appears that the Kaiser, unable to justify yet another declaration of war against France to his already war-weary people, is deliberately trying to provoke France into declaring war on the German Empire, activating the defensive alliance system which would drag the world into war. Met with strong opposition on the Russian front, he now tries to find a way to obtain the help of the Central Powers to subdue Russia, since it is proving to be more than what Germany can handle.
