So be it. Japan has been given the chance to avoid this madness before it reached a non returning point, yet stubbornly they chose the path of war.

For invading an independent country without provocation in the goal to extend it's power, plotting to destabilize it internally and try to destroy the harmony in Asia...

Treaty of Seoul

-The Russian Empire is granted free passage of troops into Korean territory.

-Military ships of the Russian Empire are allowed to dock in Korean harbours.

-The Russian Empire and The Empire of Korea sign a formal alliance versus the Empire of Japan.

-The Russian Empire and The Empire of Korea shall start trade relations in order to improve both economies.

The French Republic is saddened that the Empire of Japan did not heed our warning, and has not provided us with reassurance of respect for Korean sovereignty which was until now acknowledged by Japan, showing how little they care even for their own word, shattering the myth of Japanese honor.

We strongly recommend that Japan ceases this foolish war, if good relations are to be kept between our nations, otherwise, we will feel forced to support our allies with the means we deem necessary to bring a swift end to this conflict.
 
The UK sees no reason why this war should spread further. There is a rough balance at play currently in the war and it is mostly contained to fighting in and around Korea. A large scale global war would disrupt trade, cost unknown thousands of lives or worse and damage the progress the world has been making recently. To attempt to encourage others to stay out the UK is considering closing the Suez Canal to warships of all nations involved in this conflict.

The French Republic notes that the Japanese track record of respect for international trade agreements is quite low, as the recent Sino-Japanese war proved (forcing both our countries to intervene to ensure respect for international treaties), and Korea has the right, as a sovereign nation, to trade with other nations as they see fit, without authorization from Tokyo. The Japanese invasion is placing French commerce with Korea and Russia in danger.

The United States of America

The United States of America thanks the nations of the world for their outpouring of sympathy following the assassination of President McKinley. We also hope that a peaceful resolution to the current conflict can be found.

We just answered the actions that Japan did.

It was YOU! Who declared war on Korea over nothing, it was a surprise attack without formal declaration of war, there wasn't even a single conversation with Korea. The question is WHY? Why is Japan invading Korea? Why there are Japanese troops on Korean territory?

We ask the Japanese ambassador to answer this questions.

Lastly, here is the peace agreement Russia is offering to Japan. Hear us when we say this is a one time offer.

Peace Treaty:

1) The return of Status Quo Ante Bellum, between the three Empires.

2) An economic compensation to the Empire of Korea by the Empire of Japan.

The second point is being made due to the fact that Japan has already invaded Korea and has caused thousands of deaths. We think that Korea deserves a compensation for this. For the loss of Korean lives, the sinking of their ships and the destruction made in their territory for the battles that have been made up to now.

In case Japan, don't agree with this, then war shall continue, with the possibility of peace term not as generous as these ones. Please understand that when Russian ships and Russian soldiers enter battle, our people will ask for something in return.

The longer the war, the less generous the peace talks will be.
