The Qing does not wish to attend these 'Olympic Games'. There are far more pressing matters for the Imperial Court to concern itself with.

With both the treaties of Sofia and Belgrade signed, the Russia Empire shows that it's the only protector of Slavs in the world. By the grace of God all mighty, our Czar Nicholas II has been placed to be Protector of all Slavs. Our people has been for long persecuted and exterminated, forced to convert into heretic religions or be executed. This, has come to an end. The Russian Empire will not tolerate any more aggression towards our smaller brothers and cousins. We know that any nation would act in the same way if they were in our position, facing the things we have to deal with.

Europe
Western Europe is mostly stable, with the German Empire slowly chugging along, producing goods, while the nations of France and Britain maintain a watchful eye. Slowly, a thin line can be seen in Europe, where two sides are forming, all fueled by the recent upswing of Nationalism and Imperialism, the Nationalism Part was effecting the Balkans particularity hard, as the Austro-Hungarian Empire and the Ottoman Empire show signs of weaknesses.
The Russian Empire announces that it will begin to move towards trying to incorporate Finland into a full union with the Russian Empire, which is met by some discontent. The people of Russia are underfed, overworked, and starting to get angry.
North America
In North America, the island nation of Cuba, under the protection of the Colossus the United States of America, comes into existence as per the Treaty of Paris, which formally ended the recent Spanish-American War. President McKinley has pledged to protect this new nation, as well as fully control the new insular areas of Puerto Rico and the Philippines.

South America

In South Africa, the Second Boer War breaks out between the tiny Boer Republics and the United Kingdom. A few battles provide to be disastrous for the Boer forces.
Oceania/Pacific
In Australia, delegates meet to discuss the possibility of a new Confederation of Australia, similar to the one currently used in Canada.
Asia
In the newly captured American Philippines, insurgents rise up against American rule, and desire to be ruled by themselves, not under the boot of another foreign power.

The Empress Dowager hereby reaffirms that Tibet is under the sovereignty of the Qing Dynasty and that the lands of Tibet are seen as integral to the Empire of China. Nations wishing to deal with the territory of Tibet should do so through the Imperial Court in Beijing.
The Imperial Court welcomes all nations to do to equitable business with the Empire of China.
