I go a new laptop and I have this game on a CD but I used my brothers steam account but now I made a new one for me. But I have some of the games DLC on that account if it possible to put the DLC on to my one.

I don't think it's possible to swap games or DLC between Steam accounts. You could write Steam support, but don't expect too much...
It's not possible, you'll have to buy another one, or you can still use your brothers account.
If you registered your CD-version on your brother's Steam account you won't be able to connect that to your new account either. Your best bet would be to contact Steam support and see if they have any mechanism to transfer games between accounts, failing that you'll have to buy the game again.
