Some Ideas

1) Make Repay debts wars like Status quo ones. You cannot add any war goals if you've started a war because of the repayment. The CB can still be added during a war.
2) Sort generals no longer by their attributes, but by their attack and defend strengths.
3) Having education reforms enacted should also affect assimilation.
4) Make a cap for the effect of infamy onto conscious.

Really agree with 3). State Education has often been introduced in Europe to force minorities to accept the main culture.
