In the Order of Divine Light, several measures were undertaken to once again reach for the stars. Several new ships were commissioned, forming a flotilla with the necessary equipment to set up new colonies in the abandoned systems surrounding the Order. However, not knowing what was out there, they also commissioned a vessel to scout ahead of the vulnerable civilian flotilla. On their capital world, the Order undertook measures to rebuild their economic base, putting the Order into a slight amount of debt. However, it is expected to only be a temporary setback, the losses of which should be easily recuperated once the new industrial sectors are finished. Similarly, the Gallic Empire started construction on a multitude of new starships, constructing one small and nimble ship to explore the surroundings of Gaul, armed with the most basic weapons in the Gallic arsenal. Furthermore, a flotilla of ships equipped with colonisation equipment was also built. In the Gaul system itself, construction was begun on new and modern industry. This project was finished at a record speed, saving not only time but also money, after which its results were immediately brought into use. [+1 Industry at C5. -10 credits from Gallic Empire]

The Gallic Emperor also gave a public speech to the masses. However, it was received very poorly, with the people wanting an end to the oppressive and violent policies of the Empire, especially towards dissenters. Many cried out for the freeing of those who had been exiled to the various mines of Gaul. Emperor Postumus II was forced to beat a hasty retreat back into the Imperial Palace and away from the furious masses. [-1 Stability from the Gallic Empire]

More successful was the re-establishment of a small professional fighting force in Gaul. Despite the general dislike of Emperor Postumus II, there were still people willing to join the military in order to defend their homes. Attempts were made by the Merchanian government to encourage investment and construction in the industrial sectors, as well as raising overall trust for the government. Both of these attempts had little effect, mostly just costing credits for the government. [-5 credits from Merchanos]


Meanwhile, in the Alkaterian Empire, initial scouting elements of the Alkaterian fleet warped into the system to explore the space around the fleet headquarters in the Karlic System and strengthen the small Alkaterian presence in the area. Several severely damaged Alkaterian colony ships entered the system of Karlic as well. The Alkaterian forces attempted to rescue the colonists to use them to build up Alkaterian forces in the area. However, as the Karlic system could not support a larger population than it currently had, those colonists surviving the crash-landings of their colony ships starved to death.

To protect the Alkaterian presence on the ground, combat capable naval personnel were used to form a division of professional troops. [+10,000 Regulars to Alkaterian Empire. -4 credits from Alkaterian Empire]

The Alkaterians also attempted to establish communications with their homeworld. However, due to damaged equipment, their attempts were unsuccessful, causing morale to plummet among the Alkaterian forces. [-1 Stability from Alkaterian Empire]


In the Black Bloc, ideas sprung up. Some suggested to start a social programme to improve birth rates. However, initial surveys deemed the current system too overpopulated and the idea was shut down just as quickly as it had appeared.

The Black Bloc also started everal construction projects. An exploration ship was commissioned, christened "BBN Ulysses". Construction was also begun on improved infrastructure and industry. However, bad oversight and organisation caused the building to proceed inefficiently and slowly. The Brotherhood of the Stars undertook large-scale construction projects, building up new starships and industry. Both of these projects were very successful. [+2 Light Ships to Bortherhood of the Stars in 1 turn. +2 Industry at I3. -40 credits from Brotherhood of the Stars]

Measures were taken to terraform New Nassau into a more Earth-like planet. Though costly, initial results were promising and increased the trust of the people, as well as giving more hope for a better future. [+1 Stability to Brotherhood of the Stars. -15 credits from Brotherhood of the Stars]

Efforts were taken to establish a satellite network capable of providing advance warning of ships exiting FTL in the Nassaru and nearby systems. However, initial forays ended up in failure and the project was abandoned due to this as well as the mounting costs which threatened to bankrupt the Brotherhood. [-5 credits from Brotherhood of the Stars]


In the Human-Sandhana Republic, construction proceeded on a new colony flotilla. [+1 Colony Flotilla to Human-Sandhana Republic in 1 turn. -40 credits from Human-Sandhana Republic]

Attempts were made to encourage a baby boom, but that proposal was shot down before it even came to the discussion table due to the fact that the Fraolas System already was at its maximum capacity. More successful was the encouragement of the Industry. [+1 Industry at A7. -10 credits from Human-Sandhana Republic]

The Republic also constructed a satellite/communication device to attempt to make contact with the humans in the neighbouring systems. Messages were sent, but replies were rare. The one reply that they did receive came from the System designated A8. It was sent by a team of scientists stationed on the sole habitable object in the system, which was the moon of one of the gas giants, who reported that order on the moon had completely broken down, that it was a complete free-for-all, and that the valuable resources in the tiny system were of little value to those living in the system. [A8 is a Valuable (L4), but Tiny system (L1). -10 credits from Human-Sandhana Republic]


The Seta Assembly's construction project proceeded as planned, and a new flotilla of colony ships is expected to be completed early the next year. [+1 Colony Flotilla to Seta Assembly in 1 turn. -40 credits from Seta Assembly]

Attempts were made by the Setans to construct Industry as well, but the tight budget and unexpected setbacks lead to a total failure for that enterprise. [-5 credits from Seta Assembly]


In the Empire of Shenzhou, construction proceeded on a new Phoenix-class starship. [+1 Light Ship to Empire of Shenzhou in 1 turn. -10 credits from Empire of Shenzhou]

A large amount of resources was also expended by the Shenzhou government to expand the industrial capacity of Jiuzhou. [+2 Industry at I7 in 1 turn. -40 credits from Empire of Shenzhou.]


New West Slavia started a recovery programme. It was a huge success, bringing old and unused industrial sectors back into working conditions. [+1 Industry at E6. -10 credits from New West Slavia]

The Slavs also began a series of ship construction and military recruitment programmes, fuelling the industry build-up and set into motion the slow recovery of West Slavic military influence. The authorities of West Slavia aimed to recover the nearby systems. The Shofixti emperor Tanaka issued a number of decrees. Firstly, a new starship was to be constructed, and the Industry was to be expanded. [+1 Light Ship to Shofixti in 1 turn. +1 Industry at K7 in 2 turns. -40 credits from Shofixti]

Tanaka also made a speech about the new and glorious era ahead for the Shofixti species. It was well-received by the general public. [+1 Stability to Shofixti]

The Shofixti Emperor also decreed that contraception was to be made illegal, with disobedience to this new decree being punishable by death. It was received with great enthusiasm by the loyal subordinates of the Emperor. However, Shofixti scientists made worried remarks that the subsequent increase in birth rates would lead to overpopulation of the already very well-populated Kyabetsu if the Shofixti did not expand within the decade. [Shofixti has an impending population crisis, though will be able to automatically replenish population in the Kyabetsu system if it is brought down to below the maximum limit, but only one time.]

Lastly, the Shofixti Emperor decreed that everybody joining the military would be automatically conscripted upon reaching adulthood, serving for a period of 6 years. [+100,000 Irregulars to Shofixti. -20 credits from Shofixti.]


The Kalji Empire made several attempts to improve their rather basic space weaponry. However, the projected cost was astronomical, and would likely crash the Kaljian economy, and the project was therefore abandoned. Instead, expertise and funds were directed to the building-up of Kaljian Industry. [+1 Industry at B2. -10 credits from Kalji Empire]


The Emperor of the Earth-based portion of the Imperium of Manx spent most of the year stabilising his new regime. He was able to secure the full support of his subjects, and successfully eliminated any opposition within his own court. However, Gaius I was unable to secure full and unquestioned support from the Praetorian guard, who remained sceptical of the actions of the new Emperor. [+2 Stability to Imperium of Manx]

The Imperial administrator also appealed to the memory of the first Emperor, Augustus, and his glorious conquests. This was very successful, and resulted in a mass of new recruits, as the people were lured by the promise of new lands, far away from the overpopulated Sol System. Construction was also proceeded on the necessary vessels to carry out these promises. In the Western successor state of the Imperium of Manx, based out of the original capital of the Imperium, a massive recovery programme was set into motion. A multitude of new vessels were constructed, and new soldiers trained. Volunteers to crew the ships were plentiful, and recruits for the Army were not in short supply either. In the Imperial State of Gerdutches, not much happened as the bureaucrats squabbled over policies. Without a unifying force or dominant opinion, the Gerdutch parliament was unable to reach a consensus. All that was agreed to was the construction of a small scouting ships. Da. They will be finished first thing that happens on the next turn, and since the processing of unit orders happens after that, you can give them orders. Do note however that you cannot allow a colony ship to simultaneously move to and colonise a system. Moving takes a turn, so you will have to order the colonisation next turn. However, you can order a colony ship to pick up a pop unit and then move to a system. These transit times, ya know?

EDIT: Furthermore, here's just a tip: If I get in orders for everybody before the actual deadline...I might very well consider updating ahead of schedule, to get things moving.

People of Gaul! We have entered a new age of prosperity and wealth! Our industrial capacity has expanded quicker than possibly expected, and our new starships are preparing as I speak to explore the stars and find new lands for us to inhabit! For too long have our ambitions been limited to our home sector!

The Aeos Project - Second Phase


Orbital construction had finished in the last months of the previous year but it was just the first step in an already long and expensive project. A flotilla of colony ships were held stationary thousands of miles above Qosran's surface awaiting millions of selected citizens to board them and set off into the dark mystery that had excited the minds of billions for a decade. Immediately the volunteers that were selected were notified and asked to prepare for their journey to the star system designated Proximo in honor of their founder. Their training was minimal for the most part as most were simply economists, engineers, and other professionals whose only mission was to populate the first colony and build a community as quickly and efficiently as possible. Outside of the majority were the flotilla crews who were to insure that they all got to their destination safely and the commanders who were to be given dictatorial powers until the colony was able to elect an assembly.

In charge of the expedition was Admiral Dominic Valchek who had commanded the merchant fleet that transported goods between the communities of the Qosran system. Four decades of service in space made him the most qualified to command the second phase of the Aeos Project and he held a reputation as an efficient man with scruples. It was he who was asked to choose his staff, the various captains of the individual ships who were all approved by the Assembly. Before he could navigate the flotilla to its destination he needed to have the system scouted for any dangers but the light ships he requested would be ready for another year giving him plenty of time to make friends with influential politicians on Keteris. Valchek was a stalwart supporter of the spacer unions who for decades had struggled for increased pay and benefits from the ill reputed mining corporations that controlled the flow of minerals into the capitol.

Four Year Plan

Corrin Matheus, the architect of the Aeos Project realized early on that the cost of settling new worlds would eventually be too much for the Setan economy to handle. Experts in the field revealed to the Assembly that the Qosran system was well below its industrial capacity and that maintaining colonial flotillas and escort fleets would lead the economy to ruin within a number of years. Qosran's economy met the needs of the current population but it would need to step up production if it were to meet the needs of a large populace in the future. Matheus however was faced with a private sector fiercely protective of its rights and although he was initially willing to allow private enterprise to naturally grow to meet the needs of new citizens in the future, he was disappointed at their failure to expand industrial production in the last year.

At the first assembly of the new year he proposed a radical state sponsored program to increase industrial growth that included tax exemptions and controversially the first subsidies in Setan history for individuals wishing to transfer to jobs and move their families at new industrial sectors. A monitoring agency was established with no legal power to regulate but with the mission to offer advice and provide detailed reports of progress in the upcoming future that if met meant that private companies would receive a reward payment. Calling his campaign the Four Year Plan which published the expectations of the Assembly for industrial growth in the next four years he hoped to insure Setan economic progress.

Naturally his proposals met fierce resistance in the Assembly but his political capital carried through at the end of the debates.

A training programme was also instituted to turn the Shofixti conscript army into a professional fighting force. It ended up a failure.

The Shofixti Emperor did receive some good news though, the light ship sent away earlier in the year had arrived at K8. The preliminary scans of the system which it had sent home showed that K8 was an unvaluable but large system. [K8 is an unvaluable (L2) but large (L4) system]


In the Alkaterian Empire, a multitude of Alkaterian colony ships entered the system. The ships were in a very bad shape due to a variety of accidents that they had met on the way. The Alkaterian forces in the System therefore spent quite some resources to repair the ships [+1 Colony Flotilla to Alkaterian Empire in 1 turn. -40 credits from Alkaterian Empire]

To quicken up that process, several newly-arrived construction ships were ordered to set up new orbital shipyards. Unfortunately, these new shipyards were projected to be finished too late to lend any major assistance to the repair crew working away on the colony ships. [+1 Industry at K11 in 1 turn. -20 credits from Alkaterian Empire]

Attempts were also made to repair and rebuild the long-range capability of the communication systems, but ended up in failure. [-5 credits from Alkaterian Empire]

The Alkaterian Fleet Admiral also made a public speech to his subordinates about the importance of their mission for the Empire as a whole. It was not very effective at liftening the mood of the fleet, although it did not lower it either.

Two of the newly-arrived Alkaterian Scouting Ships were ordered to travel to the nearby K1 System. The initial scans taken when they arrived at the location showed that it was a Worthless system in terms of natural resources. However, it was also of a Medium size. [K1 is a Worthless (L1), and Medium (L3) System.]


In the Kalji Empire, brutal measures were enacted to quell any opposition. Those suspected to be disloyal were silenced, the bodies of some of them hanged up outside factories and government buildings as an example. This had the opposite effect, infuriating the population and increasing support for various dissident groups. [-1 Stability to Kalji Empire]

Construction was also started on more starships. Although this brought New West Slavia into heavy debt, it was expected that the economy from the sprawling industrial sector would alleviate the worst effects of such a debt. The shining new West Slavic colony flotilla, completed in early 2553, was ordered to travel to the nearby system of E11. Unfortunately, the drives of several crucial ships malfunctioned when attempting transit, resulted in the whole flotilla being stranded in Nowa Slawia. West Slavic repair workers immediately went to work in getting the ships up to working conditions. The colony flotilla is expected to complete repairs early next year. [Unit Order failed]


In Merchanos, a new programme was undertaken to expand industry. [+2 Industry at F4 in 2 turns. -60 credits from Merchanos]

Attempts were also made to anchor the Merchanian government in the trust of the people. This was successful, though not quite as successful as some had hoped. However, this could hardly be blamed on the people as the Merchanian government remained reticent anyways. [+1 Stability to Merchanos]

The Merchanian government undertook measures to listen in on various communications. They managed to pick up communications from the Vaaltis System (D9), apparently issued by an entity known as the "Order of Divine Light". Communication from the Rhône system (F12) was also intercepted, the originator of which being an entity known as the "Arn Consortium". A quick archive search revealed it to be one of several Trader nations that had made up the Trader Emergency Coalition, which was a coalition formed in response to Manx expansion, its primary goal being to quell the aforementioned thing.

Population was loaded onto a colony flotilla, which was then sent to the neighbouring F1 system. Initial scans discovered that its natural resources were pretty much nonexistant, but also that it had a capability of sustaining a huge population. [F1 is a Worthless (L1), but Huge (L5) System. Population loaded onto Colony Flotilla, resulting in -1 Pop from F4.]

Both of the shining new Marchanian Light Ships were less successful in their endeavours, both suffering malfunctions in their FTL drive. For one of them, it simply malfunctioned. For the other however, it seemed to at first manage completely fine, but while in transit contact was mysteriously lost. [-1 Light Ship from Merchanos. Unit Order failed]


In the Gallic Empire, the industrial sector grew rapidly as government money was funneled into it. [+2 Industry at C5. -20 credits from Gallic Empire]

The reversation of the oppressive Gallic policies was greeted with joy by the civilian population as some exiles were allowed to return to their homes. However, there still remained groups sceptical to the Emperor. [+1 Stability to Gallic Empire]

The Gallians also sent out a Light Ship to establish contact with the state in C7. Unfortunately, contact was lost with it shortly after it had entered the system and sent back an information packet detailing the composition of the small system and the fact that the system was indeed occupied by a human state. Information sent back included visual information of the human presence. A blood-red flag could be seen on several of the starships and facilities in orbit around the planet. A flag that had several motives similar to the old Ryvuhr Republic, but which was on the whole radically different. [-1 Light Ship from Gallic Empire. In the Empire of Shenzhou, there were aspirations to not only reach for the stars, but expand into the void of space as well. Many ships were constructed for this purpose, which upon completion would form the first of many colonisation flotillas. Furthermore, a second Phoenix-class ship was constructed as well. The industrial boom continued with more government-funded constructions. Several new mining outposts were established on mineral-rich objects in the Jiuzhou system. [+1 Industry at I7 in 1 turn. -20 credits from Shenzhou]

The Shenzhou navy sent out its only ship to scout out the I5 system. Initial scans after the Phoenix arrived in the system showed that it held large amounts of incredibly precious minerals, as well as more regular minerals. However, it was also tiny and only had five terrestrial objects (four moons and one planet), of which none of them were habitable by humans. The system also had two gas giants. [I5 is a Very Valuable (L5) but Tiny (L1) system]


In the Human-Sandhana Republic, construction proceeded on several new starships. An attempt was also made to encourage industry-growth, but ended up in failure due to a lack of interest and organisations capable of funding such a venture. The aforementioned failed encouragement for industrial expansion was in no small part due to the immense resources focused on improving genetic engineering in the Human-Sandhana Republic. The starter of the project had as his goal to allow Humans and Sandhana to interbreed, and being declared a madman by the scientifical minds of the Human-Sandhana Republic due to the impossibility of such a thing as humans and sandhana were blatantly not the same species. Regardless of its reality-ignoring ultimate goal, it still lead to a number of advances in genetics, with the project eventually being commandeered by its subordinates when its founder was sent to a mental asylum to research advanced gene-manipulation. This new direction was intended to be used to cross human and sandhana genetics to create a new species, combining the best of both worlds. A system-wide speech was made by the president of the Human-Sandhana Republic declaring that space flight will save them from destruction by overpopulation, and that the Republic shall save the people inhabiting the A8 system. The general population was not impressed, viewing it as stating the obvious and being in whole just unnecessary. Furthermore, pessimism regarding the survival of any real population in the A8 system had spread very widely across the whole Human-Sandhana Republic.

The first Human-Sandhana Colony Flotilla was sent over to the A8 system to aid its inhabitants. Its travel went off without a hitch and it was projected to arrive very early the next year.


In the Imperium of Manx (Earth), a call was sent out by the Emperor for the reactivation of the derelict Imperial shipyards. It was moderately successful, bringing several shipyards online, at a cost. Many more were left in a state of disrepair though due to a lack of funds. The newly refurbished shipyards were utilised in the construction of new starships to rebuild the Imperial Navy. [+1 Troop Ship to Imperium of Manx in 1 turn. +3 Light Ships to Imperium of Manx in 1 turn. -40 credits from Imperium of Manx]

More men were called to join the Imperial Legions, resulting in yet another increase of Imperial manpower. Unfortunately, due to an untimely dearth of funds, these new recruits could not be equipped to the standards of the Imperial Legions and were instead converted into an auxiliary militia. The Order of Divine Light opened the year by loading up and sending out their Colony Flotilla along with a Light Ship to the neighbouring E1 system. Initial scans by the Order fleet revealed that the natural resources were not very valuable, though that the system was huge. [E1 is an unvaluable (L2), but Huge (L5) system). Population loaded onto Colony Flotilla, resulting in -1 Pop from D9]

The Seta Assembly set in motion a series of construction programmes, building up new industry and new starships. Unfortunately, due to corruption, the budget was overshot and building times were slowed down. Fortunately, this only affected the industrial construction project and not the shipbuilding. In the Black Bloc, construction proceeded on new starships, putting the Bloc into a slight debt. [+1 Colony Flotilla to Black Bloc in 1 turn. +1 Light Ship to Black Bloc in 1 turn. -50 credits from Black Bloc]

Construction also proceeded on industry and infrastructure. Unfortunately, the infrastructure improvement programme was laid down due to insufficient funding. [+1 industry to L8 in 2 turns. -30 credits from Black Bloc]

A brainstorming session was held by the Black Bloc to figure out a solution to the overpopulation problem. The conclusion drawn was that the Black Bloc must expand out of the Avapxia system. This new goal became the driving force behind the Black Bloc and its people. [+1 Stability to Black Bloc. Population of Black Bloc expects new land]

The Black Bloc's sole starship was sent to explore the nearby L7 setting. The initial readings sent back by the ship informed the Black Bloc that the sytem was Unvaluable in terms of natural resources, but on the other hand was absolutely Huge. [L7 is an Unvaluable (L2), but Huge (L5) system]


In the Brotherhood of the Stars, construction proceeded on additional industry, expanding the already growing industrial sector. [+2 Industry at I3 in 1 turn. -40 credits from Brotherhood of the Stars]

Construction was also started on a flotilla of ships, meant to settle nearby systems viable for human life. [+1 Colony Flotilla to Brotherhood of the Stars in 1 turn, -40 credits from Brotherhood of the Stars]

The Brotherhood also set up an orbital station for the maintenance of mining ships, effectivising the harvesting of valuable resources in the system.

In the Western Manx successor-state, a rapid expansion of the Industry was begun, doubling West-Manx industrial capacity by the end of the year. [+2 Industry at B6. -20 credits from Imperium of Manx (West)]

The West-Manx Colony Flotilla was loaded up and sent out to the B5 System. In Gerdutch, the political deadlock continued. Despite this, they managed to get quite a lot done. Deciding on the obvious courses of expanding Industry as well as constructing a colony flotilla. [+2 Industry at J4 in 1 turn. +1 Colony Flotilla to Gerdutch in 1 turn. -80 credits from Gerdutch]

Outwardly, the Gerdutch government presented a face of unity and stability, increasing the trust of the population for the sitting government. [+1 Stability to Gerdutch]

The Light Ship finished early in the year was sent out to explore the J3 system. Preliminary scans suggested that there was a disctinct lack of valuable natural resources and that the system itself was Small. [J3 is an Unvaluable (L2) and Small (L2) system]

Yes and no. Those who already have spent money on colony ships do still have those ships...which means that the +5 adds onto that.

EDIT: To be honest, I dislike DoomBunny's solution.
