Ok so this is what I've been able to gather. There are two activation codes on the card that comes with the box. The 2nd activation code (DLC code) is to download A House Divided through GamersGate. To redeem a code from GamersGate please do the following:

1. Go to www.gamersgate.com
2. Log into your account (or register an account if you don't have one)
3. Go to digital copy
4. Enter your code
5. Download and install
6. Play

I have asked that for future products like this, we include instructions on the card as well as a description on the product text that the product requires to download a DLC.

Also, further down in the same thread, someone found out that his version actually did include both Vic2 and the expansion, only he had to install the expansion manually after the base game. So, check if there are two installers on the CD or whatever media you bought it on.
